  1. The African Development Bank hereby invites qualified individuals to indicate their interest in the following Assignment : Civil Society Engagement Monitoring (M&E) and Evaluation Consultant ;
  1. The aim of this assignment is to ensure the systematic and comprehensive monitoring and evaluation of all civil society engagement activities and initiatives of the Bank. Monitoring and Evaluation (M&E) of CSE shall enable the formulation of relevant indicators to monitor and measure results as well as ensure the integration of CSE output and outcome indicators into the Bank’s Results Framework.
  1. Tasks and deliverables :

Under the overall supervision of the Manager of the Civil Society and Community Engagement Division (AHGC2), the M&E Officer shall :

  • Ensure the collection and documentation of evidence on ongoing CSE programmes as well as their integration into the results framework of the Bank’s CSE Strategy.
  • Collect and document evidence on ongoing CSE programmes and initiatives
  • Capture all the CSE activities in the Bank
  • Determine relevant indicators for the monitoring of CSE in the Bank
  • Contribute to the preparation of the CSE Strategy of the Bank with emphasis on the results framework and results matrix.
  • Establish data collection and reporting forms for capturing quantitative and qualitative information and design simple means of registering information on CSE.
  • Consistently monitor CSE in all Bank policies and projects at corporate, regional and country levels
  • Reviewing monitoring reports, analyzing them for impact evaluation, and identifying the causes of any potential bottlenecks in implementation;
  • Preparing reports on M&E findings, and assisting on narrative reports;
  • Support implementation of the CSE M&E and identify where adaptations might be needed ;
  • Carry out any other duties as directed by the Manager.

Interested eligible candidates shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, such as list of previous contracts of similar nature undertaken, certificate of good completion of works for these previous contracts from clients ; 
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Rules and Procedures for the Selection of Consultants of the African Development Bank ; 
  1. The consultancy is on a full-time basis for a period of 6 months and shall located in Abidjan, Cote d’Ivoire;

ESTABLISHMENT OF THE SHORTLIST

A shortlist of three to six individual consultants shall be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resumes.

General Qualifications and suitability to the Tasks 40

SELECTION CRITERIA :

  • Hold at least a master’s degree or its equivalent in Development Planning, Monitoring and Evaluation, Social Sciences or closely related disciplines ;
  • Proven capacity in developing monitoring and evaluation frameworks ;
  • Prior experience with M&E in the area of development is required ;
  • Knowledge and experience in assessments, stakeholder engagement and consultation and community participation is desirable ;
  • Previous working experience with international development agencies would be an asset ;
  • Experience working in Africa is desirable ;
  • Good communication skills and ability to build effective working relationships in a diverse multicultural environment ;
  • Communicate and write effectively in English or French, with a good working knowledge of the other language ;
  • Competences in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint).

Introduction

The African Development Bank (AfDB or the Bank) recognizes the importance of integrated approaches to addressing socioeconomic development challenges through programming with citizens to drive governance for enhanced delivery, management and oversight. Civil Society remains the most critical partners in achieving active community engagement in the Bank’s work with its Regional Member Countries.

The Bank has embarked on a broader, more integrated, and coherent collaboration with Civil Society to achieve its High 5 Priorities. As such, effective engagement with Civil Society will require effective mainstreaming Civil Society Engagement (CSE) into Bank’s policies and operations. This implies the need to provide staff with very clear guidance on engaging Civil Society in operations and projects. In this regard, the Bank has created a Civil Society and Community Engagement Division (AHGC2) located within the Gender, Women and Civil Society Department (AHCG), under the Complex for Agriculture, Human and Social Development (AHVP), with the mandate to coordinate, implement, monitor and report on the AfDB’s engagement with Civil Society bank wide. AHGC2 is currently in the process of implementing a workplan based on 5 operational pillars that include Strengthening Institutional Capacity; Mainstreaming of CSE into Bank Policies and Projects, Capacity Building on CSE and Communication and Outreach.

An evaluation of Civil Society Engagement in the Bank undertaken by the Independent Evaluation Department (BDEV) in 2020 recommends amongst others, enhanced awareness and a common understanding on the purpose and relevance of CSE to the Bank’s mandate through the development of an M&E framework that clarifies its added value, the Bank’s spheres of influence, dimensions of expected change, and indicators to monitor and measure results. The evaluation also recommends the integration of CSE output and outcome indicators into the Bank’s Results Framework as well as the prioritization of learning and knowledge management around CSE

Objectives of the Assignment :

The aim of this assignment is to ensure the systematic and comprehensive monitoring and evaluation of all civil society engagement activities and initiatives of the Bank. Monitoring and Evaluation (M&E) of CSE shall enable the formulation of relevant indicators to monitor and measure results as well as ensure the integration of CSE output and outcome indicators into the Bank’s Results Framework. M&E shall also ensure the collection and documentation of evidence on ongoing CSE programmes as well as their integration into the results framework of the Bank’s CSE Strategy.

Main activities and deliverables :

The consultancy services provided by the Expert will include the following :

Administration/reporting :

The Consultant shall work under the close supervision of the Division Manager, Civil Society and Community Engagement (AHGC2) or his/her representative as may be assigned.

Consultancy duration :

The estimated duration of the consultancy services is 6 months and estimated starting date December 21, 2020

Consultant Qualifications and requirements :

Remuneration :

The Consultant will be paid according to his/her qualifications and commensurate with the African Development Bank’s Rules and Procedures for Recruitment and Remuneration of Consultants.

When necessary, per diem will be paid for days spent on missions as well as travel expenses where applicable,

in line with the Bank’s Travel Policy for individual consultants. The consultant will have to obtain personal health insurance cover at their own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.

Establishment of a Shortlist :

A shortlist of candidates for the final selection shall be established based on the following criteria.
