The Government of Liberia has received financing Grant from the Korea-Africa Economic Corporation Fund through the African Development Bank, toward the cost of an Agribusiness Development Consultant, and intends to apply part of the agreed amount for this grant to payments under the contract for the hiring of an individual Consultant to conduct an Agribusiness Development Consultancy.

The Ministry of Agriculture (MoA) of the Republic of Liberia is mandated to formulate policies and strategies to guide the growth and development of the Agriculture Sector.

The objective is to firmly anchor the value chains approach through reformed regulatory frameworks, private sector investment across critical stages of the priority value chains, availability of sustainable financing solutions for private sector, amongst other key deliverables.

To realize efficient and effective results, the management of MoA needs accurate and up to date economic advice, constraints analysis, value chain and market systems analysis and trade mapping to enable Management to explore options and take evidence-informed decisions to achieve short to medium term objectives.

The Individual consultant will assess the Value Chain Analysis by :

The Consultant will be responsible and/or involved in carrying out tasks including, but not limited to, the following :

The MOA is seeking a consultant to undertake the following :

  • Organize monthly meetings to discuss challenges and experiences in promoting agribusiness in Liberia ;
  • Facilitate development of agriculture-specific public-private dialogues ;
  • Organize web-based agricultural discussions and presentations (minimum 5 sessions) around industry-specific topics ;
  • Facilitate other consensus-building and knowledge-sharing workshops as related to program objectives ;
  • Establish new partnerships and enhance existing partnerships between MOA and other stakeholders, in order to strengthen the responsiveness, effectiveness and efficiency of partner coordination ;
  • Ensure effective coordination and communication between MOA, donors, and other participating partners and agencies.

The duration of this contract is Six (6) Months.

Qualifications and Experience required :

  • Master’s degree or an equivalent in Economics, Social Sciences, International Law, Political Sciences or related field ;
  • At least 5 years of relevant work experience at the national or international level ;
  • Experience and skills in agricultural business development ;
  • Adept at building and maintaining relationships across government departments and implementing organizations ;
  • Demonstrated experience in convening meetings and facilitating discussions among government and non-government stakeholders ;
  • Ability to effectively network with UN partners, donors and other international organizations, seizing opportunities to build strategic alliances relevant to the MOA/PMU strategic objectives ;
  • Fluency in English is required.

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy Framework and Methodology for Bank’s Group funded Operations dated October 2015 , which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any individual consultant who expresses interest.
