REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR GENDER AND COMMUNITY DEVELOPMENT SPECIALIST TECHNICAL ASSISTANT FOR THE FREETOWN WASH AND AQUATIC ENVIRONMENT REVAMPING PROJECT (WASHAERP)

  1. The Government of the Republic of Sierra Leone has received financing from the African Development Fund (ADF) and the Kuwait Fund toward the cost of the Freetown WASH and Aquatic Environment Revamping Project (WASHAERP) and has also applied for additional financing from other sources, including the Organisation for Petroleum Exporting Fund for International Development (OFID), Islamic Development Bank, Saudi Fund, Green Climate Fund (GCF), ECOWAS Bank for Investment and Development (EBID) and the Netherlands Enterprise Agency toward co-financing of the project. It is intended to apply part of the financing to eligible payments under the contract for a Gender and Community Development Specialists Technical Assistant to support the Executing Agency, Guma Valley Water Company (GVWC), and partner implementing agencies, notably Freetown City Council (FCC) to implement the sanitation and waste management components of the project ;
  1. Services to be performed by Gender and Community Development Specialist include but not limited to the following :
  • Conduct a detailed gender analysis to Gender Mainstreaming, particularly emphasizing gender issues in the project component (e.g. access to and control of water and sanitation, women and men’s needs and preferences, and opportunities for and constraints on women’s participation in project location) ;
  • Based on gender analysis, develop a gender mainstreaming strategy and a plan of action that identifies opportunities and entry points for mainstreaming gender into the project ;
  • Develop strategies and activities for Social and Behavioral Change and child nutrition campaigns (SBCC) ;
  • Socio-economic assessments and community consultations for identification and development of alternative livelihoods ;
  • Liaise with the Microfinance and MSE TA for the identification, training of youths including women for sustainable water-shed resources management and MSE training for small operations ;
  • Develop gender sensitive guidelines and tools for community engagement and participation in water resource, waste water and solid waste management ;
  • Develop initiatives to curb Gender Based Violence in project locations ;
  • Ensure that gender issues are considered in the construction of bore holes and public toilets and other infrastructure Projects ;
  • Develop a participation strategy for men and women during project implementation ;
  • Participate in the review of Consultants’ designs to ensure that Gender issues are adequately addressed ;
  • Support in the review of ESIA, RAP and other related reports by Consultants ;
  • Liaison with implementing agencies staff, affected communities and other stakeholders on Project related activities to ensure that gender mainstreaming approach are systematically implemented during the project implementation ;
  • Suggest appropriate options and recommendations for addressing any gender related issues or risks identified during project implementation.
  1. GVWC now invites eligible individual consultants to indicate their interest in providing these services. Interested Individual consultants must provide information (detailed curriculum vita including bio-data, copies of academic and professional qualification certificates and contact details), indicating that they are qualified to perform the services. Key qualification requirements include (i) Masters of Science degree in the following: Sociology/Rural Development/Gender Studies /Social Work or equivalent. Specialized qualification in gender and WASH is desirable or a related development discipline ; At least ten (10) years of relevant professional experience in the field of gender equality; gender mainstreaming in WASH; (iii) Experience in gender analysis and gender planning and demonstrate expertise in mainstreaming gender in projects and programmes, especially in specific area of intervention; familiarity with gender analysis tools and methodologies in the specific area of intervention; (iv) Experience in Community development with emphasis on community participation and gender in WASH projects; (v) Knowledge and experience in stakeholder engagement, consultation, with analytical skills in assessing institutional capacities; (vi) Verifiable Technical Assistant experience for multilateral and bilateral donor funded infrastructure investment projects in Sub-Saharan African, especially in countries in transition; (vii) proficiency in application of relevant technical software and Microsoft applications; (vi) fluency in English (reading, writing, speaking) ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations (BMP)” dated October 2015, which is available on the Bank’s website at http://www.afdb.org ;
