Organizational context

The Partnerships & Advocacy Department (PA) provides leadership and expertise to WFP’s global partnership and resource mobilization efforts, ensuring that WFP is able to fully meet the needs of the people we serve and supporting Member States in achieving Zero Hunger and Agenda 2030.

Job purpose

You will provide substantial value to WFP’s effective positioning with public, private and external partners by identifying, developing and strengthening quality partnership to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard. In particular, qualified candidates are sought to help support positioning WFP’s development work through the “changing lives” agenda.

Key accountabilities (not all-inclusive)

Depending on your experience level and expertise areas, you will be involved to a greater or lesser degree in work related, but not limited, to the following:

  1. Lead the development, planning and implementation of innovative partnership strategies, particularly in support of WFP’s Changing Lives agenda;
  2. Build collaborative internal networks to define WFP’s value proposition in specific thematic areas and   country/regional contexts as well as to facilitate communication on strategic and operational matters;
  3. Advise on the design and negotiation of large and/or complex partnership proposals, joint strategies and/or MOUs in line with corporate norms, processes and external regulations;
  4. Ensure quality control of report writing by engaging with relevant functional units, RBs and COs;
  5. Support and/or conduct  complex negotiations on strategic partnership agreements in line with WFP’s corporate norms, processes and external regulations, in order to reach advantageous outcomes for WFP, such as expanded support to resilience and root causes programmes and in general additional flexibility and predictability in funding WFP programmes;
  6. Facilitate dialogue with partners, proactively highlight strategic opportunities to diversify engagement with government donors and advise on the best course of action;
  7. Define and disseminate best practices in partnership development, especially in the changing lives agenda and provide strategic advice to internal and external stakeholders in this regard;

Support WFP’s effective positioning vis-à-vis national governments and international institutions, based on solid socio-political understanding, to influence the policy agenda in support of the SDGs, Zero Hunger and WFP’s role therein.

 

Standard minimum qualification

Education:

Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training courses.

Years of relevant professional experience:
Minimum eleven or more years of relevant professional work experience in partnership roles, including progressively senior roles working with a key WFP donor/partner.

Languages:

Full Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
Fluency in other languages representing WFP’s largest donor countries is also an asset.

Desired experiences for entry into the role

Professional experience, mastery, or knowledge is desired in one or several of the following areas:

  • Experiences in contributing to a collaborative, strategic and innovative approaches to attract and develop multi-stakeholder partnerships.
  • A deep understanding of government strategies and priorities, with particular focus on development and resilience.
  • Led, contributed or influenced public policy formulation.
  • Experiences in facilitating innovative thinking to grow large partnerships with donor governments and has significant experience in handling conflicts to ensure a strong relationship.
  • Has promoted strategic direction to support longer term, resilience-building, flexible and predictable resource mobilization efforts by senior management and by field offices.
  • Has excellent planning, management and coordination skills along with strong communication skills.
  • Has ability to work independently towards challenging targets and strict deadlines.
  • Has experience working a multi-cultural and dynamic environment.

The World Food Programme is seeking Expressions of Interest from qualified and dynamic talents interested in serving in any of the countries where WFP operates.

All applications received will be reviewed and go through a selection process to assess relevant experience and qualifications. Applicants who meet the selection criteria may be contacted for further interviews or assessments and to confirm their continued interest and availability.

Successful candidates will be placed in a roster for short-term opportunities. Rostered applicants may be contacted in the upcoming 12 months on an as-needed basis.

WFP offers a competitive compensation package determined on the basis of the Terms of Reference and the selected candidate’s qualifications and experience.
