ABOUT WFP

The United Nations World Food Programme (WFP) is the largest humanitarian organization fighting hunger in the world. Since 1968, WFP has been working in Niger to support poor women, men, boys and girls. We aim at reaching the Zero Hunger Goal by 2030 by supporting the Government’s efforts on two fronts : saving lives and changing lives.

To save lives, we work in crisis affected areas. We are present in the Lake Chad Basin where the violence instigated by the conflict with Boko Haram has caused the displacement of thousands of people. This crisis has had a negative impact on the stability of the Diffa region, located in the southeast of Niger. Consequently, the local population has become more vulnerable to food insecurity. The situation around the border with Mali is also very volatile and increasingly instable. WFP provides food assistance in these areas to support victims of this conflict, refugees, displaced persons, returnees and host local populations.

To change lives, we work throughout Niger to make people more resilient to shocks, particularly those induced by climate change, which threaten the agricultural production and livelihoods of the most vulnerable Nigeriens. Our package of integrated activities covers nutrition, school canteens and technical assistance for land restoration. WFP purchases part of its food supplies locally and from smallholder farmers in order to revitalize the national and local economy. We focus on capacity building with the government and communities, victims of repeated shocks. People manage to break the vicious circle of poverty and look towards a better future for themselves and their children.

WFP manages the United Nations Humanitarian Air Services (UNHAS). Some regions are far from the capital and more difficult to reach. Thanks to its aircrafts, UNHAS enables all humanitarian personnel working in Niger to quickly and safely reach locations where they have ongoing operations. It enables us to reach vulnerable people even in the most remote areas.

Independent studies have shown that WFP’s interventions in Niger are bearing positive effects on the population. These results confirm that our efforts in support of the Government contribute, with the help of our donors, to the development of Niger.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: At least 4 years of post graduate professional experience in a relevant field of work.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in Country and Field Offices and report to the Deputy Country Director, Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders are likely to be part of a team where senior support is readily available and may supervise a small number of junior staff to ensure that activities and project objectives are achieved in full.

JOB PURPOSE

Support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive)

Monitoring and Evaluation

  1. Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
  2. Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.
  3. Provide feedback on the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization.
  4. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  5. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  6. Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
  7. Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
  8. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

Specific to the monitoring function

  1. At Country Strategic Plan (CSP) design stage, support the Head of M&E or Head of Programme in developing a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
  2. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
  3. Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.
  4. Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.

 

Specific to the evaluation function

  1. Manage or support senior officer in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.
  2. Support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluation in country.
  3. Other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):

  1. THIS IS A ROVING POSITION: the selected staff will be required to spend at least 80% of his/ her time in WFP’s Sub-Offices (Maradi, Niamey, Tahoua, Diffa, Agadez, Zinder).
  2. Ensure that monitoring, evaluation and targeting guidelines/ SOPs set by the Country Office are applied consistently and uniformly across all Sub-Offices, and across all activities.
  3. Build the capacity of Sub-Office assessment and monitoring staff in food security assessments and monitoring and evaluation, including organizing surveys, carrying out household interviews, and monitoring food/ cash distributions, nutrition, school feeding and asset-creation programmes.
  4. Ensure that the monitoring coverage of WFP’s interventions is in line with corporate guidelines and CO-specific targets and strategies and ensure that observations from monitoring visits are reviewed, discussed and escalated through the appropriate channels.
