Context :

NRC has operated in Mali since 2013. From our four field offices in Mali, Gao, Timbuktu, Mopti, and Kidal, and through our programs (Education, Wash & Shelter, Food security, Legal assistance, and also a dedicated emergency response mechanism), NRC strives to meet the basic needs of millions of people affected by violence and displacement. In order to do this, we are completely dependent on employing dedicated and skilled staff.

NRC Mali is looking to hire a Finance Manager. The Finance Manager will be responsible for ensuring that the financial set up is of the Mali Country Programme is set up according to NRC standard and he/she will also support programme/project implementation. Role and responsibilities :

The following is a brief description of the role.

Generic responsibilities :

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements ;
  2. Implement NRC’s financial systems, routines and procedures ;
  3. Maintain overall budget control and monitor cash flows ;
  4. Management of financial team ;
  5. Training of line managers and staff with financial responsibilities ;
  6. Provide regular analysis and reports ;
  7. Implement anti-corruption policy ;
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities :

  1. Ensure monthly financial reports are on time and accurate including amongst other BVA, BRS, Salary distribution and exchange rate revaluation ;
  2. Review all project budgets to ensure coverage of costs and compliance with NRC policies ;
  3. Quarterly update of planning tools including eBPO and Master Budget ;
  4. Ensure the timely submission of all financial reports to donor ;
  5. Control spending to ensure adherence with budget, NRC and donor requirements ;
  6. Capacity building of Finance staff and promote staff development ;
  7. Carry out regular field visits and spot checks to ensure compliance ;
  8. Oversee the end of year closure process ;
  9. Lead the annual and project specific audit process ;
  10. Develop SOP to limit risk of corruption or misuse of funds while ensuring effective flow of funds for project implementation.

Expériences / Formation :

  • Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context ;
  • Experience from working in complex and volatile contexts ;
  • Documented results related to the position’s responsibilities ;
  • Knowledge about own leadership skills/profile ;
  • Solid knowledge of computer software and modern accounting systems ;
  • Fluency in French and English, both written and verbal ;
  • Valid driver’s license ;
  • Good knowledge of donor regulations ;
  • Detail oriented ;
  • Experience with capacity building of staff ;
  • Knowledge of the context in Mali is an asset ;
  • Able to multitask and organize competing priorities ;
  • Strong ability to ensure financial compliance.

 

Salaire :

  • Commencement : February 2021 ;
  • Duration : 12 months ;
  • Salary/benefits : According to NRC’s general directions and free housing of moderate standard ;
  • Level : Grade 9 in NRC grade structure ;
  • Duty station : Bamako, with 30% travels to the field ;
  • An approved health certificate will be requested before the contract starts ;
  • Please note that Bamako is a non-accompanied duty station.
