RECRUITMENT OF AN INDIVIDUAL LONG-TERM CONSULTANT FOR GOVERNANCE OPERATIONS AND ACTIVITIES FOR CURBING ILLICIT FINANCIAL FLOWS

 

 

 

Expressions of interest are being requested for an individual long- term consultant for support in the preparation of complex governance operations, support towards the project cycle of governance operations, and support in ECGF’s activities by the Bank aimed towards curbing illicit financial flow.

Brief description of the assignment : Under the direct supervision of the ECGF Director or his designate, the Consultant will be required to advise and contribute to the preparation of complex governance operations of ECGF and to support Task Managers at all stages of the project cycle for Bank-financed projects in the governance sector, particularly identification, preparation and appraisal. The consultant will also be required to advise and support the Bank’s Illicit Financial Flow activities, as well as to play pivotal role in the implementation of the Banks IFFs Strategic Framework and Action Plan.

TERMS OF REFERENCE

LONG TERM CONSULTANCY: SUPPORT TO THE DESIGN OF COMPLEX GOVERNANCE OPERATIONS AND PROJECT CYCLE SUPPORT; AND IMPLEMENTATION OF THE CURBING ILLICIT FINANCIAL FLOWS WORK PROGRAMME

 

 

  1. INTRODUCTION AND OBJECTIVES :
  • The Economic Governance and Public Financial Management Coordination Office (ECGF), attached directly to the Chief Economist/Vice Presidency for Economic Governance and Knowledge Management serves as the coordinating and substantive technical anchor for the Bank’s engagement in the area of governance and public finance management and anti-illicit financial flow activities, internally and externally ;
  • The key functions of the Coordination Unit include the following: (i) Leading the identification, design and processing of operations (both program and project loans/grants), technical assistance and institutional support projects (ISPs) and targeted diagnostic works with a focus on building effective institutions that promote equity, transparency and accountability in the management of public resources; (ii) Advising on policy matters, strategic issues, special initiatives and strategic partnerships on governance, public financial management and illicit financial flows; (iii) Assisting in the strategic steering of the Bank’s governance strategy overall ;
  • ECGF is planning to recruit an individual long-term consultant for support in the preparation of complex governance operations, in particular, and support towards the project cycle of governance operations, in general. The long term consultant will also support the ECGF’s activities by the Bank aimed towards curbing illicit financial flow and will play a key role in the implementation of the Banks Strategic Framework and Action Plan on the Prevention of IFFs as well as in ensuring that the Bank meets its commitment under ADF-15.

 

  1. SCOPE OF WORK :

2.1 Under the direct supervision of the ECGF Director or his designate, the Consultant will be required to advise and contribute to the preparation of complex governance operations of ECGF and to support Task Managers at all stages of the project cycle for Bank-financed projects in the governance sector, particularly identification, preparation and appraisal. The consultant will also be required to advise and support the Bank’s Illicit Financial Flow activities, as well as to play pivotal role in the implementation of the Banks IFFs Strategic Framework and Action Plan. The overall objective of the consultancy is to ensure the highest quality of the deliverables and respect of deadlines as per the Bank’s processing schedules.

 

Specific Tasks of the Consultant :

The services to be provided under the assignment include :

Part I :

  1. Supporting the preparation and processing of new operations which may include an investment or programmatic operation ;
  2. Participating in project discussions and contributing to the preparation and revision of project documents as appropriate ;
  3. Providing technical assistance to country operations including supporting Task Managers in ensuring country readiness for programmatic and/or investment operations ;
  4. Assisting Bank staff in engaging with Government to hold dialogue on Governance and Public Finance Management Reforms ;
  5. Contributing to the preparation of various briefs, concept notes, policy papers and other reports ;
  6. Reviewing ECGF’s internal reports and documents for quality assurance ;
  7. Providing coaching and mentoring services for Task Managers, particularly newly recruited staff ;
  8. Supporting the Department to ensure that all comments made during the Internal Quality Review Meetings (IQRs) are taken on board.

PART II

  1. Support the development of ECGF’s 2021 work program in the area of Illicit Financial Flow ;
  2. Contribute to the implementation of the Bank’s IFFs work as enunciated in the Bank’s IFFs Strategic Framework and Action Plan and the Bank’s New Governance strategy (currently under review). In particular, to support the Bank in meeting its ADF 15 commitments of in collaboration with other development partners, at least, seven regional member countries(RMCs) to undertake National Money Laundering/Terrorist Financing Risk Assessments and to assist them in improving compliance with Financial Action Task Force (FATF) recommendations ;
  3. Undertake mid-term review of the IFFs Strategic Framework and Action Plan ;
  4. Prepare a training manual on IFFs for use by Bank staff ;
  5. Organize training workshops and capacity-building Programs for Bank staff ;
  6. In collaboration with relevant Bank’s Departments, participate and organize training programs and workshop on IFFs for external stakeholders.

Expected Outputs :

  1. Project Documents including project concept notes, appraisal reports as well as departmental notes, briefs etc.;
  2. In the context of the implementation of Bank’ Strategy and action for IFF, the consultant will produce: 2021 work program; at least two funding proposals for IFFs work, mid-term review report, training and workshop communiques and/or reports; and policy briefs.

 

  1. ORGANIZATION OF THE ASSIGNMENT :

The Consultant will take charge of the deliverables as outlined in this TOR. The Consultant could be required to undertake missions to assigned countries or other Regional Member Countries of the Bank, which shall be considered in conformity to the rules applicable to standard Bank procedures. In addition to the missions, the Consultant may be required to participate in the review and approval processes of the documents produced and to perform ad hoc assignments.

 

  1. DURATION OF ASSIGNMENT :
  • The period of the contract will be twelve (12) months. The service of the Consultant shall start in February 2021 ;
  • The consultancy will be remunerated by monthly lump sums including fees and subsistence. Consultant will receive missions’ allowance in accordance with the Bank rates for missions carried out outside Abidjan.

 

  1. REPORTING AND DELIVERABLES :
  • The Consultant shall report to the Director, ECGF or his designate ;
  • The Consultant shall deliver the outputs as outlined in the “Scope of Work” (section 2 above). Documents are expected to be produced in English ;
  • At the end of the assignment, the Consultant will be evaluated in accordance to prevailing Bank procedures.

 

  1. PROFILE AND QUALIFICATIONS OF THE CONSULTANT :

The Consultant should have : 

  • An advanced degree in Economics, Finance, Public Finance or a related field and a minimum of 10 years work experience in public financial management, with 5 years of experience at a senior level an added advantage ;
  • Proven experience in designing PFM reform programs, and governance operations, particularly in areas related to illicit financial flows ;
  • Strong oral and written communication skills ;
  • Excellent interpersonal skills and ability to work as a part of a team, maintain effective and cooperative relations with national authorities as well as donors, and handle sensitive issues with discretion in a multicultural environment ;
  • Good knowledge of development partner systems, with knowledge of the AfDB project management procedures an added advantage ;
  • Ability to carry out diagnostics, draft documents and provide guidance on emerging issues pertaining to the nexus between governance, development, and service delivery for poverty reduction ;
  • Ability to apply innovative approaches, work independently and apply new methods to solve problems, while remaining efficient in a fast-paced, changing and challenging institutional environment ;
  • Ability to communicate and write effectively in English. Knowledge of French will be an added advantage ;
  • Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint, MS projects); knowledge of SAP highly desirable ;
  • Experience of communicating at the highest levels of government and the private sector.
