INDIVIDUAL CONSULTANT – FACILITATOR FOR RESEARCH METHODS CAPACITY BUILDING WORKSHOP

African Tax Administration Forum (ATAF) has received financing from the African Development Bank toward the cost of the Regional Institutional Support Project on Public Financial Governance (RISPFG).

ATAF seeks to procure the services of an Individual consultant to facilitate the Research Methods Capacity Building workshop.

The responsibilities of the individual consultant are as follows :

  • Development, review, and update of training materials for a specific module (qualitative, quantitative, and dissemination) ;
  • Co-facilitate the research methods capacity-building event with other facilitators as per the annual calendar and delivery mode. The delivery mode may either be face-to-face where travel will be required to a country which will be hosting the training event or maybe delivered virtually ;
  • Review participant’s papers in progress and provide them with practical guidance on how to advance such papers to fit the intended objective ;
  • Attend Train-the Trainer refresher training on presentations skills and any other technical trainings as and when appropriate ;
  • Prepare a summary report of the training programme soon after each training.

ATAF now invites eligible candidates to indicate their interest in providing these services. Interested applicants must provide information indicating that they are qualified to perform the services.

The Individual Consultant is expected to have among others the following key competencies :

  1. A Master’s degree in Statistics, social sciences, Accounting, Finance, Taxation, Economics, or any other related field. Having a PhD will be an added advantage ;
  2. A minimum of 5 years working experience in research, planning in the tax administration or academia working with a university ;
  3. Evidenced knowledge of the subject matter (Training on research methodology with hands-on research experience) ;
  4. A demonstrable experience in developing training materials and classroom delivery of Training ;
  5. Evidence of previous research work, peer-reviewed papers and published journal articles ;
  6. Ability to communicate in ATAF three languages (French or English or Portuguese) will be an added advantage.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”, [May 2008 Edition, Revised July 2012], which is available on the Bank’s website at http://www.afdb.org.
