Terms of Reference for the Recruitment of an Individual Consultant to manage Capacity Development Operations

Introduction :

The Program Development Division of the African Development Institute (ECAD.1) coordinates and implements capacity development (CD) activities in the Bank. A strategic objective of the Division is to enhance knowledge base and programs of African countries in promoting development. Hence the Division undertakes design and implementation of programs and activities to improve general knowledge and build institutional capacity to diversify economies, boost growth and create decent employment. These also include programs to support the Bank’s lending operations and improve the portfolio quality and development impact of Bank-funded projects and programs.

The work of the Division includes: designing concept notes for capacity development and managing their execution; country capacity diagnostics; supporting the Regional Member Countries (RMCs) to implement activities to deepen the absorptive capacity of countries to attract development resources, such as preparing strategies on critical development subjects like debt management, resource mobilization, national development agenda, etc.; organizing workshops, seminars, and conferences on knowledge issues; conducting training programs to strengthen the capacity of development practitioners in RMCs in general and staff of Project Implementation Units (PIUs) in particular; and facilitating interventions that are crucial to the realization of the High 5 Goals of the Bank. These goals are to: Light up and power Africa; Feed Africa; Integrate Africa; Industrialise Africa and Improve the quality of life in Africa.

Objectives and Scope of the Assignment :

The overall objective of the assignment is to assist the African Development Institute (ECAD) to fulfil its core mandate of delivering capacity development activities and specifically those of ECAD.1 as listed above. The major tasks to be delivered by the consultant will be Country Capacity Development Needs Assessment (CCDA), whose key components are: public finance management; management and fiduciary issues in managing Bank funded projects by PIUs; and issues for policies and dialogue on the core areas of the Bank’s High 5s.

Main activities and Deliverables :

The consultant will be required to perform the tasks listed below :

  1. Develop concept notes for Country Capacity Development Needs Assessment (CCDNA) ;
  2. Undertake analytical work on public finance management and country portfolios of the Bank Group to feed into the Country Capacity Diagnostics Notes (CCDN) ;
  3. Carry out research to identify policy dialogue issues on the Bank Group’s High 5s as input into the CCDN ;
  4. Undertake Country Capacity Development Needs Assessment (CCDNA) and prepare CCDN on assigned countries ;
  5. Perform other activities as may be assigned by the Bank.

Administration/Reporting :

The Consultant will report to the Division Manager of the African Development Institute, Program Development Division (ECAD.1) or to any other staff of the Bank for specific assignments.

Establishment of the shortlist :

A shortlist of individual consultants will be established at the end of this request for expressions of interest. The consultants on the shortlist will be evaluated on the following criteria, based on their updated résumé and appreciation of the task to be performed :

General qualification and suitability for the task to be performed 40%
Experience in preparing analytical reports 30%
Experience  with  an  international  development  organization  and  or  an 20%
academic institution
Knowledge of the Region 10%

Duration :

The assignment will run for a duration of six (6) months commencing on or about 1 December 2020. The consultant will work in collaboration with ECAD.1 staff and will work remotely under the COVID-19 restriction measures. Depending on the need of the Bank and the performance of the Consultant, the period of the consultancy may be extended.

Qualification and Experience :

The consultant should possess strong research, analytical and writing skills.

He/she is expected to meet the following requirements :

  1. Hold a PHD in Economics ;
  2. An experienced professional with ten (10) to twenty (20) years of work experience ;
  3. Proven research capability and ability to develop concept notes, briefs and resource mobilization proposals ;
  4. A demonstrated good writing and analytical skills (show evidence by attaching a sample of your publication or a report prepared by you) ;
  5. Experience in teaching, research, development work and design of policy papers or capacity development papers ;
  6. Proficiency in the use of standard office software to prepare reports and to design graphs, charts and other pictorials; and
  7. Proficiency in the use of English language for professional work.

Remuneration for the Assignment :

The Consultant will be paid a lump sum amount that covers fees and incidental costs in delivering the work. The Bank will also cover travel expenses and insurance if and where applicable, in line with the Bank’s Travel Policy for individual consultants.

Proposal :

Prospective consultants are to submit their CVs, providing evidence of the information required in section VII above, including a sample of own writings. In addition, they are to comment on the activities outlined in section III (Main activities and Deliverables) to demonstrate their understanding of the issues and their suitability for the assignment. The suitable consultant will be selected on the basis of technical competency while fees will be subsequently negotiated.
