Despite a context that is facing continued and now growing security concerns, Mali’s new transitional government and ongoing peace negotiations offer renewed hope.  Like most countries around the world, Mali is experiencing significant economic and social impacts from the COVID-19 global pandemic, and the education system is deeply affected.  In addition to the thousands of children out of school due to the security situation, the pandemic has been devastating as schools closed nationwide.  The government acknowledges these schooling and learning crises and has made education a top priority.  There is a commitment to improving access and quality, to addressing equity and to building a system that performs better and is more resilient.

Duties and Accountabilities :

The candidate will be the World Bank’s education focal point in-country and will take over the team leadership of the portfolio. S/he will also work with colleagues in other sectors on the ground to ensure a multi-sectoral collaborative approach to the World Bank’s development work.

In addition, the candidate will :

  • Lead key tasks including cross-sectoral and country-level efforts, and potentially work outside the AFR Region ;
  • Advise client and colleagues on technical matters in education; curate and adapt global knowledge on both education and skills development, with a focus both on public and private partnerships; interact with government counterparts, local education group, and other partner organizations (civil society organizations, academia, etc.) ;
  • Identify and capitalize on opportunities for bringing well-adapted innovations to the service of our clients, and beyond ;
  • Provide strong strategic advice and implementation support in fragile and/or conflict-affected environment ;
  • Model the behaviors that are key for the success of this role as underscored by the Bank’s stated values:  impact, integrity, respect, teamwork, innovation.

 

Selection Criteria :

  • Master’s or Ph.D. in Education (economics of education, evaluation, etc.) or other related fields (e.g. economics, public policy, other human development or social sector-related areas, etc.) ;
  • Minimum of 10-12 years of experience in education sector dialogue, leading projects, conducting analytics; demonstrated ability to transform technical skills into a strategic vision ;
  • Demonstrated ability to work with private sector actors and to deliver multisectoral tasks ;
  • Excellent written and oral communication in French and in English is essential; ability to represent the Bank at high-level discussions with client governments and development partner meetings is key ;
  • Experience with leading education tasks, including preparation and supervision of projects and delivering analytical tasks, is essential. Knowledge of Bank and Global Partnership for Education (GPE) policies and procedures would be desirable.
