REQUEST FOR EXPRESSIONS OF INTEREST

INDIVIDUAL CONSULTANT FOR MONITORING AND

SUPERVISION OF FINANCIAL SECTOR PORTFOLIO – PIFD

 

 

 

Dear Sir/Madam

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Individual Consultants for monitoring and supervision of the financial sector portfolio ; 
  1. The services to be provided under the Assignment are described below. The consultant will assist the department meet its overall departmental goals and is expected to perform day-to-day portfolio management activities that include : 
  • Monitoring and supervision of projects assigned to them to ensure compliance with loan agreement, covenants and developmental impact information ;
  • Ensure project clients complies with development outcome and additionality requirements as specified within the loan agreement ;
  • Review quarterly operational and financial reports from clients to assess the financial sustainability of the clients, monitor progress in sub-project implementation identifying problems for effective resolution ;
  • Prepare consolidated reports on the financial sector portfolio for Management information and decision ;
  • Manage the processing of subsequent disbursement requests in consultation with the relevant investment officer, ensuring that disbursement conditions precedents are satisfied and client successfully on lent the first disbursement to qualifying projects ;
  • Manage reporting of documentation as per terms of the loan agreement; follow up with clients on delinquent reports, and keep an overall summary of reporting compliance for the portfolio ;
  • Handle all requests for waivers for approval in consultation with the new DAM (Delegation of Authority Matrix) ;
  • Deal with problem transactions, including handing of restructuring and other instrument, and for processing the internal documents required to obtain Board Approvals ;
  • Consult with the Coordinator on substantial or complex issues and escalate issues based on early warning signals identified.
  1. The Financial Sector Development Department (PIFD) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ; 
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is 06 months with the intent to extend the contract at that time for another 6-months term based on satisfactory performance. The tentative starting date is April 05th, 2021 ;

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants will be judged on the following criteria on the basis of their updated resume.
a) General qualification and suitability for the task to be performed 40%
b) Experience in the specific assignment described in the TOR 40%
c) Experience with international donor agencies 10%
d) Language capacity 5%
e) Knowledge of the region (country) 5%
