Descriptif du poste :

The International Rescue Committee (IRC), one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. IRC began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali Region and are currently providing assistance to Ethiopians and refugees in six regions in the country, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response mechanisms.

Scope of the work :

IRC is seeking health officers for a one year project, “protection and health services to vulnerable people in response to the COVID-19 pandemic in Somali Region, Ethiopia”, funded by Global Affairs Canada (GAC). This is a COVID -19 integrated SRH/GBV project in Fafen Zone, the region. S/he will work with Jigjiga project manager/health manager/ senior health officer. S/he will also be responsible for coordinating the implementation of SRH project in one of the above mentioned districts (woredas). With partners, and governmental actors to ensure the project delivers with good outcome programming for the target population. The SRH officer will ensure the project achieves the set results and is implemented as per the donor agreement, donor regulations, and internationally recognized quality of assistance standards. The manager is expected to assist in beneficiary feedback mechanism initiatives.

Major responsibilities :

  • Represents IRC at the project site (woreda) in regular partner coordination meetings, field missions, and visibility or recognition efforts related to the project ;
  • Closely works with the corresponding health facilities for the timely preparation and submission of monthly reports ;
  • Maintains open and co-operative relations between key program implementation partners at woreda level, governmental actors, and donors through regular consultations, meetings and effective coordination ;
  • Acts timely and duly management of the project and implementation of all activities listed in the work plan ;
  • Ensures the establishment of community engagement social and behavior change (SBCC) care group models : the mother to mother and males  support group forums and mini media centers as appropriate for an improved health service uptake –especially on safe motherhood  (ANC, PNC and skilled deliveries) and family planning (FP)  services ;
  • Strives towards timely delivery  of COVID 19 integrated SRH medical items ( as for instance FP commodities) at the targeted health facilities in a woreda ;
  • Jointly with the CWI officers at the woreda, develops detailed plan of actions for the operation of interventions periodically (monthly, quarterly and biannually) through close engagement of stakeholders, woreda health offices and health facilities. This includes regular follow up and monitoring of project executions ;
  • In coordination with program staff and governmental actors, develops, review and supervise work and performance plans at the targeted woreda  to ensure long-term and short-term priorities are on track ;
  • Regularly communicates and coordinates with the CWI sector internally with in IRC and woreda health office on technical and project implementation issues ;
  • Liaises closely with operations (HR and Supply Chain) thru program team in field office on project transportation ,  procurement needs, adhere at the same day to all IRC policies and procedures ;
  • Conducts field visits at health facilities (health centers and health posts) and document  and report findings in a timely fashion ;
  • Ensures good project to demonstrate a good plan project implementation and project outcomes at woreda level. Assist in planning throughout the project cycle. Ensure that all project requirements and indicators are met and are of high quality-cost effective, this includes activity guidance, tools, or any innovative approaches are developed to improve program quality and support the implementation at field level across the sectors ;
  • Closely and regularly follow up on the implementation of planned activities under the project in a timely manner ;
  • Ensures proper and timely budget utilization in compliance with donor requirements and IRC’s financial policies ;
  • Ensures the achievement of project deliverables at woredas within in the given project time frame.

Profil :

Minimum qualifications and skills :

  • BSc in public health or nursing ;
  • Minimum work experience of 2 years for BSc and nd 1 years for MSc (MPH) degree holders ;
  • Basic supervisory/managerial skills with strong inter-personal skills ;
  • Proven experience in managing, tracking and following up with grant (budget) management actions for the effective, efficient and then fully utilization of the budget within the given project time frame ;
  • Basic supervisory/managerial skills with strong inter-personal skills ;
  • NGO experience in emergency health response project activities, COVID integrated SRH, is preferable ;
  • Demonstrable experience in working with communities in participatory approaches and capacity building of health centers ;
  • Ability to plan, organize, and supervise implementation of emergency health response projects ;
  • Good technical and report writing skills with computer skills and knowledge ;
  • Very good verbal and written communication skills ;
  • Self-motivated, honest, highly responsible, and punctual and ability to constructively address gaps and weaknesses ;
  • Ability to work under pressure in remote areas and understanding of the cultural context of the local area.
