How can you make a difference?

BACKGROUND AND JUSTIFICATION :

Inadequate access to hygiene and sanitation remains a significant problem in Uganda, placing the poorest and most marginalized children at high risk of diarrheal diseases and malnutrition. Between 40% and 60% of childhood malnutrition is attributed to poor WASH conditions primarily through repeated diarrhoea or intestinal infection[1].

While overall Sanitation Coverage[2] (population accessing any form of sanitation facility) in Uganda is at 78% in rural areas and 89.1% in urban areas, it is estimated that use of basic sanitation in rural areas is at 18% and in urban areas at 44.8%, while safely managed sanitation in rural areas is at 7.1% and in urban areas 38.9%. The rural population practicing open defecation is 22 % and urban 12%.

Community Led Total Sanitation (CLTS), which has been adopted as the core strategy for eliminating open defecation, has galvanized communities into improving their sanitation and resulted into open defecation free (ODF) villages. In Adjumani District, out of the 206 communities, 165 are claiming to be ODF, with 20 villages as certified ODF; while in Kamuli District out of 774 communities, 167 villages are claiming ODF, with 141 villages are certified ODF

While the community-led total sanitation approach has proven successful in accelerating the elimination of open defecation, it has generated a large proportion of people getting access to unimproved toilets (pit latrines without a slab or platform, that do not hygienically separate excreta from human contact and do not conform to standards of basic sanitation). Limited attention has been given so far to providing support to households to get access to higher level of sanitation services, i.e. basic sanitation services (improved facilities which are not shared with other households) or safely managed sanitation services (improved facilities which are not shared with other households and where excreta are safely disposed in situ or transported and treated off-site) as per the JMP sanitation ladder.

As only 18% of communities in Uganda have access to basic sanitation services in rural areas, there is need to assist households to move up the sanitation ladder, to develop and apply market based sanitation approaches that will increase access to at least basic services and fast-track progress towards the achievement of SDG 6.2: By 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations.

The Districts offer a strong opportunity to develop innovative and transformative approaches aiming at consolidating the efforts put in to mobilize communities to achieve ODF status to now  improve sanitation facility at household level through  by market-based sanitation (MBS) approach  which involves  engaging with the private sector and unlocking financial bottlenecks. UNICEF is looking for an individual consultant to work with national and district government structures to support the implementation of MBS interventions in the two districts of Adjumani and Kamuli.

The Market Based Sanitation approach to be implemented in the two focus districts of Adjumani and Kamuli is aligned to the Rolling Workplan activity 1.5.6.2 “Technical and financial assistance for strengthening sanitation marketing approaches for adoption of basic sanitation by the communities in rural and urban areas” and is expected to contribute to achieving the following results by the end of 2022 :

  • 15,000 Households in Adjumani and 15,000 Households in Kamuli gain access to basic sanitation services ;
  • at least 30,000 sanitation products (Sato pans, slabs or full toilet systems) bought, installed, and used by targeted households in Adjumani and Kamuli ;
  • financing model supporting vulnerable households as well as entrepreneurs developed/ identified and tested ;
  • 60 Masons are trained in technical and business skills and engaged with suppliers and community members to construct or upgrade toilets.

TASKS :

Inception Phase :

  1. In collaboration with Ministry of Health, develop a baseline assessment tool for measuring access to sanitation in accordance with the JMP (Joint Monitoring Program) ladder, unimproved, limited, basic and safely managed sanitation, and to carry out scoping of businesses being carried out related to sanitation in the target areas. Provide technical support to Districts to implement rapid baseline survey using baseline assessment tool.

(Deliverable: Baseline assessment tool developed within two weeks of start of the contract) :

  1. Develop a detailed concept note and the operational guidelines highlighting the activities and steps required for the implementation of the market-based interventions, including demand stimulation, building upon the CLTS interventions, supply chain improvement through availability of skills, material and finances to be accessed by the community.

(Deliverable: Concept Note and Operational Guideline within four weeks from start date of the contract)

Technical Support to strengthen demand generation

  1. Provide technical support to districts and implementing partners in demand creation and generation for basic sanitation.
  2. In consultation with District Local Government and C4D in UNICEF, develop Sanitation Marketing Campaign and support roll out and monitoring.

(Deliverable: Provide monthly reports of support to districts and implementing partners in demand creation and generation)

Technical Support to strengthen supply chain

  1. Conduct scoping in two districts to determine the available sanitation products suppliers, and document their products, product functions and features and costs.

Deliverable: Scoping report of available sanitation products, suppliers and entrepreneurs including development of options of toilet with costs with in eight weeks of start day of the contract.)

  1. Support orientation of hardware owners and suppliers in market-based sanitation for effective delivery of affordable products.

(60 masons trained to upgrade existing toilet / construct new toilet.)

Note: the training will be organized by the DLGs and the consultant is expected to provide technical support in organizing and conducting the training

Technical Support to strengthen financing

  1. Conduct scoping for available options of financing mechanisms to be accessed by the communities.

Support orientation of members of financial institutions to develop incentive mechanisms to community members and sanitation product suppliers. (Note: the training will be organized by the DLGs and the consultant is expected to provide technical support in organizing and conducting the training)

  1. Develop/ identify and test financing model supporting vulnerable households as well as entrepreneurs.

(Deliverable: Report of available financing mechanisms and financing model developed/ identified to support scaling up and training report.

Technical Support to strengthen monitoring

  1. Develop Monitoring tool and monitor results achieved through the MBS approach and to refine the approach in case any bottlenecks are identified. The monitoring report to be updated at least once a fortnight.

(Deliverable: Fortnightly update of progress of MBS interventions supported by UNICEF)

Documentation

  1. Prepare documentation of the interventions conducted to accelerate basic sanitation, highlighting the achievements, innovations, challenges and lessons learnt.

(Deliverable: i) Process documentation of the MBS initiative ii) A concise documentation in the form of field note (a standard UNICEF template) capturing key results and lessons learnt.

 

To qualify as an advocate for every child you will have…

The selected Consultant should have :

1. Education :

  • A Master’s Degree in Public Health, Sanitation and Hygiene disciplines or related fields / or a relevant technical discipline related to public health, hygiene and sanitation from a recognized University / Institution ;
  • A Bachelor’s Degree in Public Health, Civil Engineering, Sanitation and Hygiene or related/ relevant field.

2.  Experience and skills :

  • A minimum of three (3) years’ experience working on hygiene and sanitation related projects especially in the area of Market based Sanitation ;
  • Experience of working with the UN systems in similar function is highly desirable ;
  • Proficiency with excel and MS word is required, familiarity with other software programs is a plus including designing of a simple monitoring system ;
  • A high level of interpersonal, management skills, integrity and ability to work with complex teams is required ;
  • Proven ability to work under pressure and meet tight deadlines with minimum supervision is required.

3.  Skills and abilities :

  • Proven skills in strong analytical and problem-solving skills ;
  • Excellent written and oral communication skills ;
  • Effective organizational skills; high drive for results ;
  • High commitment ;
  • Teamwork and strong interpersonal and intercultural skills;
  • Computer literacy especially with Excel and database management is required.

Application Procedure/Call for Proposals :

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses).  This is an international level consultancy and competitive market rates should apply.

Evaluation of Candidate : The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
