Expression of interest are being requested for an Individual Research and Knowledge Management Consultant

 

 

 

The Power, Energy, Climate and Green Growth Sector Complex (PEVP) of the African Development Bank has the purpose of fulfilling the objectives of “Light Up and Power Africa” – principally achieving universal access to energy by 2025 across Africa. PEVP oversees strategy and policy development in the energy systems space; builds alignment across stakeholders and represents the Bank with external stakeholders; originates projects, develops new, innovative financing instruments; and ensures delivery of the “Light Up and Power Africa” agenda.

Within PEVP, the Energy Financial Solutions, Policy, and Regulation Department (PESR) has among its objectives to support the Bank’s Regional Member Countries, and African sub-regions in the establishment of relevant energy policies and clear, predictable and transparent regulation frameworks to ensure financial sustainability of the sector and mobilize private investments for the development of energy projects in Africa.

 

About the position :

The Research and Knowledge Management Consultant will provide research, communications and knowledge management support for the African Development Bank’s Africa Energy Portal (AEP), an initiative of the Power, Energy, Climate Change and Green Growth Complex (PEVP) that positions the Bank as a knowledge and resource center. The consultant will lead and drive content creation in the Portal as well as the development and dissemination of strategic contents.

The successful candidate will have a background in energy, economics and development, and experience of working in Africa. She or he will have experience of framing, planning, undertaking and delivering quality policy research on Africa’s energy and knowledge products designed for governments, private sector, state institutions, academia, media and non-governmental organizations, among other actors.

The successful candidate will have the ability to condense research into clear policy content and deliverable to governments and private sector organizations and other stakeholders. She or he will be an excellent planner, organizer and multi-tasker. The Policy and Research Analyst and Knowledge Management will have a strong ability to frame, generate, re-purpose energy and climate-related contents for the Africa Energy Portal. Fluency in English is required and additional language capacity is an asset.

The Research and Knowledge Management Consultant will be responsible for the following :

  • Support with the framing, research, draft, and delivery of complex projects and programmes spanning energy access and energy sector development in a range of countries in Africa and in the global context ;
  • Effectively conduct detailed research of energy contents for the Africa Energy Portal, refresh and repurpose contents for engagement with the Bank’s regional member countries and partners ;
  • Prepare a variety of descriptive and background reports, policy briefs, country profiles and other written materials on energy and climate-related issues within the RMCs ;
  • Work alongside staff to support a network of in country and local, regional and international partners ;
  • Effective outreach and communication of research and analysis conducted through blogs, webinars, media interviews and events. The consultant will help better shape and create policy and development contents on Africa’s energy and development, engage with stakeholders through innovative communication solutions and to leverage the power of digital media, particularly social media ;
  • The consultant will curate policy and development messages from the Bank’s programmes and projects on energy and climate as well as creating highly attractive contents for use on mainstream and social media. This will, among others, include data collection, analyses and visualization for diverse audiences of the AEP ;
  • Ensure the energy team of the Bank is producing designated content outputs and contents on AEP is updated in a timely and consistent manner, and driving activity and engagement.

 

Minimum Required Qualifications and Experience :

Education : The consultant should have at least Master’s degree in energy, economics, development studies or an interdisciplinary programme, with extensive experience in development communications in the fields of finance, economics, energy, or human development an added advantage.

Experience :

  • Professional experience: A minimum of seven years relevant work experience, preferably working in international organisations on energy issues, and with experience of working within a developing or emerging economy. A previous experience working with the African Development Bank is an added advantage ;
  • Knowledge: Strong technical research and policy skills and ability to analyse, gather and integrate diverse policy and energy information from various sources, with deep knowledge of Africa’s economic and development issues. The consultant should be able to write technical reports, policy briefs, and articles for the portal and international media portals ;
  • Very strong editorial and communication skills; fluency in English and intermediate knowledge of French ;
  • Content Management System: The consultant should have experience working on content management system, including exposure to Drupal a distinct advantage ;
  • Newsletters and Bulletins: the consultant should have comprehensive knowledge on creating newsletters and bulletins, particularly using MailChimp platform ;
  • Ability to support interaction with range of target audiences and building and maintaining successful networks with key stakeholders. This will be related to the energy sector in Africa and globally ;
  • It will be considered an advantage if candidates can demonstrate experience working on energy policy issues, particularly in developing and emerging economies; and if they can demonstrate practical knowledge of approaches to structural economic reforms including political economy aspects of sustainable energy and complementary reform policies; as well as familiarity with sustainable development ;
  • Project management skills: candidates should be able to assist in the delivery of webinars, events, slides and materials to support capacity building at RMC level and with partners, including state institutions, private organizations, energy-related companies, academia, media and civil society organizations ;
  • Research and technical skills: Candidates should be able to demonstrate the ability to contribute to the design and management of high quality, cutting-edge research and events intended to have influence over energy sector reform processes in Africa ;
  • Proficiency in standard software such as Word, Excel, PowerPoint, Outlook, as well high-level knowledge of best practices in digital communications, particularly the use of social media for disseminating policy-related contents.

Place of assignment : Preferably Abidjan – Cote d’Ivoire. Working from other locations outside Abidjan maybe considered as well.

Duration of the assignment : Three (03) months. The Bank could extend the duration of the contract, subject to performance and availability of funds.

Date of commencement : 1st April 2021
