African Tax Administration Forum (ATAF) has received financing from the African Development Bank toward the cost of the Regional Institutional Support Project on Public Financial Governance (RISPFG).

ATAF seeks to procure the services of an Individual consultant to provide services of Statistician for the African Tax Outlook(ATO)

The Terms of Reference are attached hereto, and the responsibility of the individual consultant is included in the Terms of Reference.

ATAF now invites eligible candidates to indicate their interest in providing these services. Interested applicants must provide information indicating that they are qualified to perform the services.

The Individual Consultant is expected to have among others the following key competencies; (i)Education/training: University qualification – Master degree or equivalent in Analytical sciences, Data engineering, Quantitative Analytics, Statistics or similar related sciences; (ii) Language: Good business language skills in English; (iii) General professional experience: minimum 5 years of professional experience in statistics and quantitative work, including research in these fields; (iv) Specific professional experience: Knowledge in Econometrics and quantitative analysis in economics, public finance, or taxation; (v) A strong background and proven record of similar assignments, especially with regard to use of infographics and visualisation in public sector and/ or empirical reports ; (vi) Excellent analytical skills and experience of presenting complex technical information in an easily comprehensible way for non-specialist readers; (vii) A strong background and proven record of similar assignments; (viii) Other: Worked previously on similar assignment in Africa

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s“Procurement Policy for Bank Group Funded Operations, October 2015,” which is available on the Bank’s website at http://www.afdb.org.
