Specific Tasks :

The specific tasks to be performed include but are not limited to the following :

General :

  • Provide information management services to Education clusters for key decision making ;
  • Data collection, compilation, storage and analysis to improve the evidence on the results for children and to inform weekly and monthly reporting for Education Cluster ;
  • Support the Cluster in conducting surveys, through the design of questionnaires, data collection, collation, mapping, analysis, and dissemination relevant to the needs of the clusters ;
  • Support Sectoral and Multi-Sectoral Needs Assessment including continuous Secondary Data Review/analysis and summarise trends for reporting purpose ;
  • Update, analyse and produce 5Ws on a monthly basis ;
  • Regular visualization, infographic, dashboard, snapshots and operational presence maps ;
  • Contribute to Education clusters meetings, highlighting the evolution of needs, capacities, gaps and challenges ;
  • Promote and train Cluster members (UNICEF, Government and humanitarian staff and partners) on the use of Education standards monitoring tools among ;
  • Contribute to the decentralization of information management by developing adequate strategies and build capacity of Information Management Officers of Education colleagues and partners at national and sub-national levels ;
  • Report to the national Education Cluster coordinators and respond to the clusters members needs for real time information collection, analysis, reporting and presentation.

Data Gathering and data warehousing :

  • Work with the OCHA information management office and IMWG to support the cluster in developing the Humanitarian Response Plan for 2021 and Humanitarian Needs Overview
  • Maintain information databases that consolidate, analyse and report/disseminate information critical to decision making – especially cluster 5Ws and RPM platform ;
  • Support in generating IM products including partner operational presence maps, advocacy notes, cluster bulletin and funding summaries ;
  • Proactively liaise and gather information from other clusters /organizations as well as national and sub-national authorities to assess and access existing information (primary and secondary type of information) on humanitarian, early recovery and development in a real-time data acquisition ;
  • Identify barriers for information collection, collation, analysis and sharing and develop appropriate supportive strategies to overcome these barriers ;
  • Data warehousing of relevant Education cluster data sets focusing on humanitarian, early recovery and development data across Ethiopia, including number and location of population (IDPs, refugees, returnees, host communities), population movement, camps and settlements, access to basic services, outbreaks, infrastructures, socio-economic data, etc. ;
  • Design and support cluster coordinators in designing different kind of assessments and questionnaires ;
  • Design, develop and manage data warehouse of relevant Education cluster knowledge such as assessments, response, evaluations, reports, gaps, analysis, etc. ;
  • Ensure the data are disaggregated by age and sex.

Information Management :

  • Adopt and promote the use of information management global and national standards and policies among Education clusters partners ;
  • Collect, store, compile, manage, analyze and represent relevant reference datasets and perform data quality and consistency control ;
  • Lead on the preparation and analysis of spatial and temporal data with emphasis on Education cluster plans, targets, coverage, gaps, achievements and overlaps of clusters activities and projects related to the humanitarian project cycle such as Humanitarian need overview (HNO) and Humanitarian Response Plan (HRP) ;
  • Perform data analysis to assist the process of programmer and project planning, management, monitoring, evaluation & reporting ;
  • Ensure information management leadership to support the organization and development of needs assessment and monitoring activities ;
  • Ensure that information management activities support national information systems ;
  • Participate in Education cluster coordination meetings and Information management working group meetings for IDPs, refugees, returnees and vulnerable population ;
  • Support the cluster coordination by preparing monthly meeting invitation, agenda and minutes of meeting and follow-up on action points with cluster partners ;
  • Work with the OCHA, UNHCR, UNDP, Government of Ethiopia Information Management Officers to develop appropriate and supportive strategies ;
  • Develop methods for ensuring the quality of data ;
  • Support cluster coordinators in developing data share protocol with partners ;
  • Proactively establish and maintain working relations, and share ideas through information management networks and promote synergies with other clusters.

 Tools and Products :

  • Develop and maintain tools to provide appropriate real time information management for coordination, needs assessment systems and monitoring, including situation, performance and results monitoring systems ;
  • In collaboration with other Information Management Officers, assess and adapt appropriate existing tools including those available in-country and global level ;
  • From the diverse monitoring tools, develop derivative products such as tables, graphs, maps, infographics and trend analysis ;
  • Manage the flows of information and dissemination in an appropriate way including Humanitarian Response Info, cluster bulletin / newsletter / factsheet / dashboard / Strep / report / email, etc. ;
  • Adapt and update the 4-5Ws response monitoring database to meet the needs of Education partners, OCHA, UNHCR, UNDP, Government of Ethiopia authorities, etc. ;
  • Verify incoming cluster partners 4-5Ws data to ensure its consistency ;
  • In collaboration with cluster coordination teams, partners and OCHA, develop and maintain a result monitoring framework that encompasses the Education cluster outputs and outcomes ;
  • Support cluster reporting such as quarterly reports, financial fund report and other ad-hoc reports ;
  • Collect and maintain up to date information and analysis on all current and potential partners, area of work, their capacities (technical and supplies) and performance ;
  • Collect and maintain up to date information and analysis on financial humanitarian requirements and contributions (SHF / CERF, bilateral funding, etc.) ;
  • Maintain contact lists and calendar of events at national and sub-national levels for cluster partners ;
  • Consider the translation of any information management products in English / Amharic.

Support and Training :

  • Maintain regular communication with the Information Management Officers at field level ;
  • Develop and strengthen the information management capacity of cluster partners Information Management Officers at national and sub-national levels through the conducting of relevant trainings and adequate coaching ;
  • Ensure effective communication, reporting, engagement and coordination between the national and sub-national levels on any information management related matters ;
  • Support and strengthen field assessment and monitoring mechanisms.

Accountability :

  • Education Cluster Coordinator who will in turn ensure that the post holder is provided with all necessary support and guidance ;
  • Education Cluster participants, who will in turn ensure that they deliver on their agreed minimum commitments (see IASC Reference Module for Cluster Coordination at the Country Level, November 2012) ;
  • Information management team members who will in turn support the post holder in line with their terms of reference ;
  • Inter-cluster coordination bodies established by the HCT/UNOCHA ;
  • Affected populations through agreed mechanisms.

Technical competences :

  • Understands key technical issues for the cluster sufficiently well enough to be able to engage with cluster participants and understand their cluster-specific information management needs ;
  • Excellent knowledge of Power BI, MS Excel or MS Access (e.g. pivot tables and functions); proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports; knowledge of establishing and managing basic websites (e.g. UNOCHA’s Humanitarian Response platform); proven skills in using GIS and map-making packages, and in web design and software development are an asset.

 

Methodology :

The consultant is expected to work under the direct supervision of the Cluster Coordinators and collaboratively with the national and sub-national education cluster teams throughout the period of implementation, agreeing approaches, providing expert guidance and support both in person and remotely. The consultant may be required to travel and is expected to be regularly in touch with cluster members to follow up and support on IM issues.

It is expected from the consultant to propose a detailed outline of the work incorporating a breakdown of deliverable dates to be reviewed by and agreed upon with both cluster coordinator and co-coordinator in a monthly basis.

Expected Deliverables, reporting and Payment Schedule : The consultant shall provide a monthly report providing achieved results against the monthly approved work plan. The report must be submitted to the Cluster Coordinator for review and clearance, then the Chief of Education Section approval. Payment will be done after submission and approval of deliverables.

 

Expected background and Experience :

The consultant should have :

  • Academic qualification – Advanced University degree in a subject area relevant to information management such as Statistics, Economics, Information Management System etc. ;
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications ;
  • Formal training in cluster information management an advantage ;
  • Ability to complete the task in a tight schedule and with limited supervision ;
  • At least 5 years of progressively responsible humanitarian work experience with UN and/or NGO, including information management in the first phase of a major emergency response relevant to the cluster ;
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience ;
  • Communication and language skills – high proficiency in English and Amharic. Understanding of other local languages is an added value.
