Title of the assignment : Consultant Graphic Designer

Brief description of the assignment : The African Development Bank’s PEVP Complex wishes to contract a Graphic Designer on an on-call basis, to help the Complex meet its growing need for quality design services to support the Complex team’s communication needs.

Place of assignment : Home-based, with the possibility of required mission-based travel to Côte d’Ivoire or any other Regional Member Country.

Duration of contract : 85 working days over a period of 12 months

THE BANK :

Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.

THE COMPLEX :

The Power, Energy, Climate and Green Growth (PEVP) Complex of the African Development Bank has the purpose of fulfilling the objectives of “New Deal on Energy” – principally achieving universal access to energy by 2025 across Africa. PEVP oversees strategy and policy development in the energy systems space; builds alignment across stakeholders and represents the Bank with external stakeholders; originates projects, develops new, innovative financing instruments; and ensures delivery of the “Light Up and Power Africa” agenda.

THE ASSIGNMENT :

The Graphic Designer will provide graphic design support and layout of information and communication materials, while actively contributing to the creative process through close collaboration with the communications team at the PEVP complex.

The Graphic Designer will ensure that communication materials and products follow the Bank’s graphic guidelines, provide the best functionality and usability, and contribute to the overall branding and communication for the Complex’s activities, programs and outreach initiatives.

The Graphic Designer will be responsible for development of a wide range of communication products such as reports, high-level publications, brochures and presentations, event support material and web interface design work. Production will include designing icons, logos, infographics, maps, charts, animated presentations, etc. Detailed specifications for each individual assignment will be given to the Graphic Designer prior to each task.

In addition to solid design skills, the Graphic Designer will be creative and enthusiastic, and show willingness to share design files, ideas and generally work in a collaborative manner with the team.

REPORTING LINE :

The Graphic Designer reports to the Advisor to VP PEVP. However, it is expected that he/she will work closely with designated Communication staff at the PEVP Complex.

SELECTION CRITERIA :

Interested Individual Consultants should provide information on their capacity and experience in relation to the assignment including their current resume and access to work demonstrating their ability to undertake the Assignment

The Consultant must demonstrate :

  • Expert use of the Adobe Creative Suite for graphic design and document layout ;
  • A creative approach to presenting development results in the energy sector in Africa ;
  • Familiarity with online document sharing and willingness to collaborate on a common design source file ;
  • Attention to detail and the high level of quality required for international scale publications ;
  • Proven experience of graphic production of a variety of communication products, including reporting publications, brochures and event-related communication support; preferably related to development work in Africa ;
  • Knowledge of printing processes (offset and digital) and colour management ;
  • Working knowledge of standard MS Office software packages ;
  • Strong inter-personal skills and ability to work within a multi-cultural team ;
  • Working English and French language skills to the level required to implement editing requests (verbal and written) ;
  • Skills in related areas such as motion graphics, photography and video editing would be considered an asset.

For the EOI to be considered, the Consultant needs to be registered in the AfDB DACON Consultant Database.

ESTABLISHMENT OF THE SHORT LIST :

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

A shortlist of three to five individual consultants will be established at the end the request of expressions of interest.

The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume and an Expression of Interest demonstrating their ability to carry out the assignment.

Academic qualifications in relation to the assignment 20%
Similar experience in the area of development work, preferably in sectors 40%
pertaining to power, energy, climate change and green growth
Understanding of the Terms of Reference 25%
Experience with the Bank and/or multilateral donors or partners 10%
