  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: SAP HANA – FM BUDGET CONTROL SYSTEM (FM- BCS) CONSULTANT ; 
  1. The services required under this assignment will include : 
  • The configuration related to the post implementation of Fund Management Budget Control System (FM-BCS) as well as Grant Management Module ;
  • The migration of legacy data into the new budget structure under FM ;
  • The development of enhancements, interfaces, reports and transactions in accordance with technical and functional specifications using various SAP objects to support the FM Budget Controlling System module.

The consultant will undertake the following duties :

  • Carry out the Banks’ requirement analysis ;
  • Carry out business process design to document the organizational Unit’s future business processes ;
  • Ensure seamless integration to existing enhancements and standard SAP modules already in within the Bank ;
  • Compile, validate and sign-off the Business Blueprint for the assignment ;
  • Configure SAP HANA System to meet the organizational unit’s business processes ;
  • Design & develop SAP modules using various SAP objects to support the Budget Management based on specifications to be provided by the key users of the concerned Organizational units ;
  • Transport the developed applications from the Development platform to the Quality Assurance platform in the SAP landscape ;
  • Follow up with the users and other key Bank staff in carrying out the quality assurance tests and effect requested amendments and corrections ;
  • Design of reports, forms, interfaces, and data conversions ;
  • Obtain User acceptance sign-off ;
  • Provide post go-live support ;
  • Develop training materials and train users.
  1. Required skills and qualifications :
  • At least Master’s degree in computer science or related field ;
  • At least 5 years’ experience in SAP FMBCS module ;
  • At least 3 years’ experience in SAP HANA ;
  • Relevant experience with SAP HANA implementations (at least 2 implementations) ;
  • Excellent knowledge of SAP configuration and development methods and disciplines ;
  • Multidisciplinary consultant to cover different topics such as SAP HCM, SAP FI, SAP MM, SAP TRAVEL, SAP GM and SAP CO ;
  • Experience of working in a large and complex organization ;
  • Full end-to-end understanding of SAP implementations, development, quality and production environments in SAP related competencies ;
  • Understanding of relational databases, data storage, and SQL concepts. Understanding of data structures and data objects ;
  • Excellent written and verbal communication skills ;
  • Experience in conducting system verification and validation by examining the correctness, completeness, reliability, and maintainability at each step in the development process ;
  • Experience with Public Sector business processes to resolve challenges involving ;
  • SAP Configuration and Customizing is added advantage ;
  • Excellent presentation skills.

Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The duration of services is 06 months (renewable subject to satisfactory work and funds availability) and the estimated starting date is 15 January 2021 ;

  1. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
