Brief description of the Assignment : The objective of the mission is to assist the division in charge of software development with the automation of the Bank’s business processes into performant technical solutions. The consultant will develop the related mobile versions of the web applications under the program “Mobile First initiative” to foster the use of mobile applications in order to enhance the mobility and the work from home.

ANNEX 1: TERMS OF REFRENCE

RECRUITMENT OF JUNIOR .NET AND SHAREPOINT DEVELOPER

  1. BACKGROUND :

The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively.

The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 80 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.

The Corporate Information Technology Services Department’s (CHIS) mission at the Bank is to align the Information Technology delivery strategy along with the Bank’s business strategy to increase the organizational effectiveness through efficient use of the Information Systems.

Under the leadership of the African Development Bank’s Information Systems Director, the Information Technology Systems Department is mandated by the Bank to deliver best possible Information Technology services for Bank Staff, and help achieve the results that gets the Bank closer to accomplishing its poverty reduction goals in Africa.

 

The junior developer will closely work under the technical supervision of Corporate IT Services Department (CHIS). Its primary responsibility is to perform analysis, design, development, unit testing and documentation for automation of solutions.

 

  1. OBJECTIVE : 

The objective of the mission is to assist the division in charge of software development with the automation of the Bank’s business processes into performant technical solutions. The consultant will develop the related mobile versions of the web applications under the program “Mobile First initiative” to foster the use of mobile applications in order to enhance the mobility and the work from home.

 

  1. SCOPE OF THE ASSIGNMENT

The consultant responsibilities will include but are not limited to the following:

  • Analyze the business requirements to determine optimal technical solutions;
  • Assist in the design of the solutions that describe the business processes;
  • Understand business requirements and translate them into performant technical solutions using Bank internal application development tools and methodologies (databases, application development frameworks and languages and governance);
  • Plan and perform User Acceptance Test (UAT) to ensure that the solutions meet the expectations;
  • Ensure that identified vulnerabilities and security threats are remediated and the security recommendations applied in the code.
  • Write user guide and technical specification documentation.
  • Support and assist the users during the rollout of the solutions
  1. PROFILE OF THE CONSULTANT :
  • Master’s degree in computer science, software development or related business fields and/or equivalent work experience ;
  • Between 2 and 4 years’ experience in application development ;
  • Has less than 32 years age.

A solid experience on these frameworks and languages :

  • Groovy/Grails, J2EE ;
  • Object-Oriented programming in the Java language ;
  • HTML5, CSS3, and JS framework such as bootstrap, springboot, jQuery; o REST API, XML, JSON and backend solutions coding ;
  • Software Integrations platform such as Talend, DataService, mule ESB and PI ;
  • Experience in using one of the following IDEs1 : IntelliJ, Spring Tool Suite, Eclipse, NetBeans ;
  • Experience with Mobile development Framework such as Flutter, React native, Ionic ;
  • Good verbal and written communication skills in French or English ;
  • Experience in International Institution will be highly regarded ;
  • Ability to work constructively in a team environment as well as independently ;
  • Experience with agile software development methodologies such as Scrum and DevOps and software management and source code and versioning tools such as GIT and TFS;
  1. DURATION AND GUARANTEE OF THE ASSIGNMENT :

The contract is expected for 12 months.

  1. LOCATION :

The work will be carried out at the Bank Headquarters in Abidjan, Cote D’Ivoire.

  1. REPORTING :

The consultant will work under the technical supervision of the Chief Business Solutions Development Officer.

  1. REMUNERATION :

The consultant will receive a monthly lump sum rate based on his experience. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her own health insurance and own accommodation costs.
