ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or large Country Offices (COs) and report to the Division/Regional/Country Director or the designate. Job holders at this grade level are highly trained and experienced experts who are likely to manage substantive supply chain teams, lead on more specialist or far reaching initiatives or more complex WFP supply chain operations (i.e. complex supply chain operations are usually characterised by highly volatile security situations, complex procurement/service provision operations, a combination of multiple corridors, modes of delivery and/or multiple countries, and/or challenging access to beneficiaries due to conflict or lack of infrastructure). Job holders typically lead large and diverse teams to excel in individual specializations (i.e. Logistics operations, Procurement, Logistics Clusters, etc.) ensuring overall effective coordination and synergy. Staff at this level demonstrate substantive capacity for advanced research and innovation, with capacity to effectively communicate complex plans, goals and achieve integrated outputs. Job holders are required to partner extensively with internal and external stakeholders on substantial supply chain matters.

HAITI COUNTRY CONTEXT

In Haiti, WFP is delivering and scaling-up its emergency food assistance directly and through partners from 300,000 to 1 million of the most vulnerable Haitians who are food insecure. We are also serving 1,200 schools all over the country and supporting 80,000 Haitians in resilience activities. Supply chain is essential; we procure internationally and locally, and we store, transport, and manage our fleet and fuel services and provide these services to others. Supply chain is also managing two mandated services, UNHAS and the Logistics Sector. This is a complex operation where a problem-solving approach, optimization and risk management are critical. The office is looking for a strong and experienced candidate to manage the operation and to further build a solid team.

JOB PURPOSE

To provide expert advice and substantial contributions to the integrated supply chain operations at HQ/RB level, or lead large field supply chain operations, to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Participate in the formulation and implementation of corporate supply chain strategies, business models and solutions to meet operational requirements.
2. Align service or country strategy, policies and programmes to the global supply chain strategy and the WFP Strategic Plan, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
3. Analyze regional/country context and lead the design and management of end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
4. Design, plan and manage implementation of innovative supply chain operations, initiatives and large scale services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
5. Drive continuous improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.
6. Lead supply chain planning and oversee and coordinate periodic planning across functions and with partners to develop consensus on supply chain operational plans. Coordinate implementation of agreed plans in close cooperation with key supply chain stakeholders.
7. Plan, monitor and manage resources to maximize effectiveness of large supply chain operations.
8. Foster productive partnerships with key stakeholders amongst government and other national organizations, UN agencies, NGOs, private sector and academia to share knowledge and resources and build capacity, resulting in coordinated and cost effective supply chain
operations.
9. Lead market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve supply chain performance.
10. Lead supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and assist in the implementation of corporate standards, with
special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
11. Constantly review the performance of supply chain operations to ensure that appropriate internal controls are in place.
12. Coordinate management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest.
13. Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
14. Lead, motivate and develop a large team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
15. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.
16. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English and French language is required.

OTHER SPECIFIC JOB REQUIREMENTS

• At least 08 years of relevant professional experience in Supply Chain operations
• Experience in managing supply chain operations in a complex setting, including coordination with internal and external stakeholders and supporting emergency programs
• Experience in emergencies
• Expertise in Logistics & Supply Chain Optimization
• Experience in shaping and implementing operational supply chain strategies
• Experience in operational and strategic supply chain planning
• Knowledge of Bilateral Service Provision (including Health Supply Chain)
• Experience supervising teams of professional staff

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience related to Air Transport is advantageous
• Experience in Fleet Management
• Experience in handling Shipping activities (imports and coastal services)
• Warehousing experience
• Procurement experience (Food and Non-Food)
• Experience of Commodity Accounting Systems is an asset
• Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations
• Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality
• Experience negotiating service arrangements with multiple third parties respecting WFP’s best interests
• Experience in monitoring operational success and suggesting areas of improvements

TERMS AND CONDITIONS

The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.
