Description

The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking an experienced and qualified expert to fill a resident Public Financial Management (PFM) advisor position based in Riyadh, Saudi Arabia.

The advisor will report to the Macro-Fiscal Policy Deputyship (MFPD) at Ministry of Finance of Saudi Arabia and provide capacity development support in a range of PFM areas. The position requires strong technical PFM and macro-fiscal skills, including in applied macroeconomics, particularly in the following areas:

  • macroeconomic and fiscal analysis and forecasting techniques;
  • budget formulation and preparation within medium-term budgetary and fiscal frameworks;
  • budget documentation and fiscal reporting (e.g., GFSM2014)
  • Fiscal and debt sustainability analysis.
  • Fiscal risk management, with a focus on analysis of assets and liabilities in the public sector balance sheet.

The advisor is expected to provide PFM capacity building through hands-on training, workshops, and seminars; preparation of technical manuals, coordinating and supporting complementary activities by short-term PFM experts;

The advisor’s appointment will be for an initial period of one year and may be renewed subject to satisfactory performance. The Advisor will report to FAD staff in Washington DC, which will in turn provide the Advisor with ongoing advice and support.

Qualifications

Applicants should have a university degree or equivalent (at least at master’s level), preferably in economics or finance, and at least four years of relevant professional experience. Preference will be given to candidates with ten years of practical experience working in or with finance ministries or similar institutions. Candidates are expected to have experience in capacity development in the PFM areas noted above, and/or first-hand experience of implementing PFM reforms. The candidate should possess excellent interpersonal skills and be able to transfer technical knowledge, build and maintain effective relationships and work collaboratively. Experience in developing and delivering training courses and workshops, and working knowledge of the Arabic language would be desirable.

Qualified applicants who are not selected for this position may be considered for resident advisor positions in other regions or for short-term technical assistance assignments.
