Reporting Lines

The National Legal Specialist will report to the Project Technical Advisor under the overall guidance of the FAO Programme Director in the Kingdom of Saudi Arabia and will work in close collaboration with the FAO Legal Officer, Development Law Service (LEGN).

Technical Focus

Supporting the implementation of related activities under the different outputs in accordance with workplan through the provision of expertise in relevant technical areas to support project implementation. Specifically, providing legal and institutional expertise and analysis with regard to the Saudi legal and institutional framework overall, and specifically with regard to water resources management.

Tasks and responsibilities

The National Legal Specialist will carry out the following tasks:

•    Support the identification of the legal instruments that make up the existing Saudi legal framework on irrigation and water resources management, as well as existing legal frameworks in other sectors which may have an impact on irrigation activities, such as: environment, climate change, existing land and water tenure arrangements relating to irrigated agriculture, agriculture, including Saudi commitments under international law, and obtain hard or soft copies of the relevant texts;
•    Prepare a concise report describing the Saudi legal framework relevant to irrigation, water resources management and other related sectors and either obtain translations, where possible, of related texts or identify key documents that should be translated into English; the report should also describe the institutional frameworks related to irrigation, water resources management and other related sectors, as well as key stakeholders in these sectors;
•    Support the analysis of the interaction between existing Saudi legal frameworks in the sectors mentioned above with existing Saudi irrigation standards and requirements;
•    Provide knowledge and expertise on national legislation process, drafting styles and normative perspectives to the project team;
•    Support the drafting of legal drafts, as directed by the project team;
•    Support the validation exercise in dedicated workshops with national authorities and stakeholders;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    Master’s or Bachelor’s degree in Law, preferably with a specialization on environment, forestry or natural resources law.
•    Five years of relevant experience in the legal field, in particular in assessments of the legal and institutional frameworks
•    Working knowledge (Level C) of Arabic and limited knowledge (Level B) of English.
•    National of Saudi Arabia or a legal resident in the country (please submit copy of your resident permit with your application).
