The Infrastructure Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. As part of the Infrastructure Practice Group, the Energy & Extractives (EEX) Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.

The Latin America and Caribbean (LAC) Regional Energy Unit (ILCE1) operates in the context of the overall Bank mission while focusing on some of the key challenges for the region, which include improving energy security (through both supply and demand side interventions) and efficiency of sectoral enterprises, increasing financing for investments, supporting reforms in the power and gas sectors as well as the shift towards utilities of the future, and increasing resiliency to climate change. Energy services development is an increasingly critical element in the Region’s strategy for promoting green and inclusive growth and reducing poverty.

The unit seeks an Extended Term Consultant (ETC) who will be responsible for providing project management, technical and analytical support to the lending and advisory portfolio in the LAC region, with a specific focus on Argentina and Southern Cone countries. The Bank support to the energy sector in the region is integrated in a coordinated effort led by the Governments and partners in overall sectoral reform as well as a variety of sub-sectors, including electricity legal, regulatory, market, utilities and institutional framework; energy efficiency; renewable energy development and integration into power systems and markets; social and climate resiliency, with the common objective of contributing significantly to the countries’ economic growth through a transparent, viable and sustainable energy sector development; innovative financing of clean energy solutions through regional and sustainable mechanisms, in particular to attract further private sector participation. The term duration for the position is 12 months, extendable by another 12 months.

As a member of the team, you will report to the Practice Manager of ILCE1 and work alongside a group of professionals based in Washington DC and throughout the region, performing the following duties:

–          Operational Support. Provide operational support to energy projects in Argentina and Southern Cone countries and other energy programs in the LAC region.  Under the request and direction of relevant task team leaders (TTLs), such support may include participating in preparation and supervision missions; providing inputs into project designs and institutional arrangements; preparing project budgets and implementation schedules; assisting in review of consultant report and project implementation plans; providing inputs to mission Aide Memoires; drafting of Implementation Supervision Reports (ISRs); tracking overall project progress and identifying issues requiring attention; participating in key project workshops, trainings and other events; supporting in procurement of consultants for operational needs; preparing case studies, briefs, and notes, presentations on country programs, internal strategy papers.

–          Support in Technical Coordination with Key Stakeholders. Support teams in liaising with key internal and external partners, respond to routine inquiries from clients, donors, NGOs, etc. on Bank energy activities.

–          Analytical Work. Provide specific inputs to advisory and analytical work in Colombia and Andean countries following the guidance from task teams and the management. Such work may include economic analysis, review and analysis of policy and regulatory frameworks, analysis of energy balances/demand, preparation of renewable and energy efficiency resources assessment and planning, contribution to the design of renewable energy financing instruments, and related work.

–          Liaison with Government. Represent the energy team and TTLs at project meetings and workshops, follow-up on key government actions (i.e., procurement, reporting), proactive identification and resolution of Bank/client relationships, monitor changes in government that may affect the energy programs, etc.

–          Other. Carry out other ad hoc tasks as requested by the TTLs and the EEX Practice Manager for LAC, which may include preparation of briefings, organization of workshops and seminars, development of portfolio summaries, support key knowledge exchange events, coordinating publication of unit reports, etc, and providing support to energy projects and programs in other LAC countries depending on the business needs.

Selection Criteria

– Master’s degree in engineering, energy planning, economics, business administration, or equivalent areas relevant for energy/extractives sector development.

– At least 5 years of combined experience in international financial institutions and/or companies, government agencies, and/or power sector companies with demonstrated track record of successful engagement in preparation and implementation of projects and analytical work.

– Solid understanding of energy policies, technologies or strategies, private sector participation, and institutional development needed to support development and for the success of project and analytic work.

– Ability to work under tight deadlines, manage multi-task requirements and a high degree of pro-activity and initiative.

– A track record of team work and ability to produce high-quality policy and project related written outputs under supervision by senior staff. Strong research and analytical skills with demonstrated ability to deliver solid analytical work.

– Computer skills, such as Word, Excel spreadsheets, PowerPoint, web-based research, Microsoft Outlook, etc.

– Excellent interpersonal and communications skills and proven track record of effective communication, including on difficult issues, and build strong partnerships with clients and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries.

– Familiarity with World Bank policies and procedures would be desirable.

– Willing to travel as the position may require.

– Proven ability to work in a team and intercultural environment, with minimal supervision.

– Proficiency in spoken and written Spanish and English. Knowledge of other languages spoken in the LAC region (including Portuguese and French) is highly valued.

Technical competencies:

– Knowledge and Experience in Development Arena – Translate technical knowledge into practical applications and contributions to country and sector strategies.

– Integrative Skills – Understand relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.

– Energy Sector Technologies – Experience applying knowledge (power generation with focus on hydropower and non-hydro renewables including distributed generation; transmission and distribution; energy efficiency and other innovative demand-side management; innovative technologies, business models and financing) to policy-related decisions and advice.

– Energy Policy, Strategy and Institutions – Understanding of energy policies, strategies, institutions, and regulations.

– Proactivity – Engage with the client on daily basis to identify and help resolve issues on lending and at the policy level under the guidance from experienced specialists.
