Program Brief:

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.

Purpose of this Role:

The main purpose of this position to increase the Grants Management and Donor compliance oversight in the country program.

Major Responsibilities:

·         Lead the organization and follow-up of kick off meetings after grants awarded, Grant Opening Meetings (GoM); monthly Grant Review Meetings (GRM); budget review (Budget vs Actual (BVA) review) meetings and Grant Closure meetings in collaboration with the Grants Coordinator.

·         Critical review of financial reports and cross check with technical/narrative report for discrepancies and resolve (if any) in coordination with finance and program team.

·         Coordinate with technical coordinators (TC) for narrative reports, making sure of timely submission of reports by program team, compile narrative report and ensure quality for sharing with HQ and donor.

·         Coordinate with HQ colleagues and directly to donors (if required) on both narrative and financial report issues.

·         Monitor and support the use of grants management tools such as FM01 (financial overview toolkit), BvAs, and OTIS (Award Management system) to ensure accurate tracking of opportunities and grants reporting.

·         Record keeping: maintain hard and soft grant files of the grant portfolio; distribute and share documentation (grant proposals, reports, budget etc.) to relevant staff as appropriate.

·         Provide technical mentorship on IRC and donor regulations to ensure compliance within operations, program implementation and reporting. Raise compliance issues dedicatedly with program staff and operations team.

·         Provide training and mentoring to program, operations and M&E staff on compliance with donor regulations to ensure high quality implementation.

·         With the support of the Grants Coordinator, coordinate the development of narrative reports with relevant teams, arrange kick off meeting for each Narrative/technical report and explain the expectation from program team clearly.

·         Coordinate award modification documents in coordination with relevant program and finance teams.

·         Support the sub award process with local or international partners, including due diligence of potential partners and draft sub award agreement in line with IRC processes and donor requirements.

·         Perform other duties as required of the grants team.

Major Challenges/Difficulties of this role:

·         Work under tight deadline while dealing with competing priorities.

·         Gather the necessary inputs from other functions/roles while meeting the necessary quality and agreed deadline.

Deliverables/KPI:

·         Support in the establishment and institutionalization of a standard Grants Management process including grants review, opening and closure meetings.

·         Contribute in proposal/ business development/ modification initiatives as and when required.


 

Profil

 

Experience (Including sector/industry):

·         At least 05 years of work experience in humanitarian or development programs/industry.

·         Demonstrable experience in grants management, including: report writing, financial report reviewing, grant monitoring, risk and compliance management, budget realignments.

·         Experience of working with institutional donors is highly expected.

Knowledge, Skills & Competences:

·         Demonstrable understanding of project planning and project cycle management.

·         Demonstrable high-level performance management and team working skills, with experience in managing multiple donors.

·         Ability to build good working relationships and work effectively with program, field staff and HQ from a distance.

·         High-level of knowledge and practice with Word, Excel, Outlook, etc.

·         Ability to work well under tight deadlines and high-pressure situations.

·         Professional fluency in spoken and written English; able to communicate concisely and with impact.

Specific Educational Qualification:

·         Bachelor’s degree in relevant field; Master’s degree is preferred in Business Administration, Economics, Social Science (with quantitative aptitude);
