IRC’s Senior Protection Partnership Officer will be based in Azaz Syria. Under the direct supervision of the Protection Partnership Manager and close working relationship with close working relationship to MEAL team, partnership Team and Field management. He/she will be responsible for setting up and managing efficient program monitoring and reporting systems, supporting in the analysis of Protection program data and reporting, and ensuring harmonized monitoring and reporting of program activities across all protection activities in Northern Aleppo program sites and implementing partners. 

Major Responsibilities:

Program/Project Management

Oversee Partners’ implementation quality and compliance with Protection program guidelines.

Collaborate with other Sectors and between partners to ensure integration of Protection Programing into their activities.

Close mentoring of implementation of Partners’ Protection activities, progress on achieving program’s indicators; and taking corrective actions whenever needed in collaboration with relevant team members.

Ensure feedback from the field are reflected in Partners’ activities in order to respond to changing realities and needs of the field.

Identify opportunities of improvement, gaps, and challenges in the field in order to enhance the fieldwork level.

Ensure the availability and effectiveness of all communication channels in close coordination with the MEAL team, partnership Team and Field management and Safety/Security Personnel for risk management.

Support the assessment of capacity building needs based on observation and assessment of each partner’s base knowledge and capacity in CP case management.

Contribute to the design of protection partnership interventions and activities to be implemented within the Agreed activities within Syria context

Operationally support the implementation of partner support plan including but not limited to child safeguarding procedures, service mapping and referral tools, protection risk assessment tool, and case management tools if necessary.

Coordinate with MEAL for monitoring and evaluation of partner activities to ensure key indicators and targets are met and are consistent with IRC donor requirements

Contribute to the development of regular reports, both qualitative and quantitative, in relation to case management capacity building and protection sub-awards.

Support partners collaborate with any IRC-led emergency response services in NW Syria

Lead in organizing partner program monitoring visits and meetings, joint review and reflection sessions, and disbursement of any partner donations in kind

In close cooperation with MEAL \IM teams provide a capacity building of proper data collection practices, increase awareness on the importance collecting quality data and encourage accountability for demonstrating results.

Drafting weekly and monthly reports including progress reports against actual.

Work closely with the Partnership Manager to provide clear technical support, supervision, training and mentoring to the Partner’s’ team members, including training needed to build specialized skills.

Ensure that partner’s’ team members adhere to best practice, professional standards and principles.

Other duties as assigned by the Protection Partnership Manager to enable and develop IRC programs.

Indirect Reporting: MEAL Coordinator

Other Internal and/or external contacts: Regular coordination with other Protection programs in Women Protection and Empowerment (WPE) and Protection and Rule of Law (PRoL) and IRC health and Economic Recovery and Development (ERD) programs.

Profil

 

Bachelor’s degree in a relevant field (e.g. social work, sociology, psychology, law)

At least 3 years professional technical experience including a minimum of 1 year implementing Protection programs in emergency/conflict contexts. Direct experience in any of the IRC protection program streams is an advantage

Good knowledge of protection minimum standards for humanitarian action

Excellent interactive training and facilitation skills that focus on using technology-based learning approach.

Good communication skills including ability to gain trust and build relationships with new communities

Demonstrated understanding of working with vulnerable groups in humanitarian setting

Previous experience in capacity building and mentoring of staff preferred

Personal qualities: Team player, flexible, network-builder, able to handle pressure well

High standard of spoken and written Arabic and English

Excellent interpersonal and communication skills.

Basic computer skills including Microsoft Word Experience in regular report writing.
