Cadre organisationnel

This position is located in the Office of the Director (OD), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Programme Officer will work under the direct supervision of the Director for Operations.

Responsabilités

Within assigned authority, the Programme Officer will be responsible for the following tasks:

• Keep the Director for Operations abreast on all aspects of UN reform and support the Director in communication and coordination with internal and external partners in this regard.

• Participate in relevant meetings; prepare relevant written documents, analysis and presentations; keep consistent record on UNODC reform participation, in particular any action taken by the Division for Operations, for sharing with internal and external partners.

• Support the Director at senior level meetings on UN reform, such as the Interdivisional Taskforce on UN Development System reform, and act as focal point in other inter-divisional discussions as required by the Director for Operations.

• Support the development, implementation, coordination and reporting on initiatives to strengthen strategic capacities in the field, such as the UNODC “surge capacity” initiative.

• Support the development, implementation and monitoring of strategic programming opportunities, in particular with regard to ensuring programmatic coherence within the Division for Operations and at the corporate level.

• Support the Director for Operations in establishing a mechanism to monitor implementation, assess impact, and report on strategic initiatives and contributions.

• Undertake missions to support strategic initiatives such as the “surge capacity” initiative or other reform-related matters as required by the Director for Operations

• In the context of the project to promote multidisciplinary and cross-sectoral technical cooperation, provide substantive support in strengthening the existing programming and monitoring systems, guidelines, and tools in order to ensure effective alignment of field-based programmes with the existing strategic tools of the Office.

• Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; prepare briefing notes and summary reports the Director for Operations and other senior managers; draft routine day-to-day correspondence for the Director for Operations.

• Support the Director for Operations in other matters requiring analysis, coordination and technical advice as/when needed.

• Perform other work-related duties as may be required by the Director for Operations.

Has knowledge of the mandates of UNODC. Knows and specializes in substantive and functional areas with very good research and analytical skills. Formation

Advanced university degree (Master’s degree or equivalent) in social sciences, economics, international relations, law, political science, statistics, public administration, management, or related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible professional experience in technical cooperation and programme management, at the international and/or national levels, especially in the areas of drug control activities, crime or terrorism prevention, law enforcement, criminal justice, security sector, governance, public administration, peace-building, conflict prevention or other related areas, is required.
Field experience in relevant areas is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of other United Nations official languages is an asset.

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Notice spéciale

This project position is temporarily available until 28 February 2021. Actual filling of these positions and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
