Background:

The Organization for Security and Co-operation in Europe (OSCE) with 57 participating States is the world’s largest regional security organization. Please refer to http://www.osce.org for additional information.

The OSCE Provident Fund Administrator will be re-tendered in line with the procurement requirements in 2023. Therefore, the OSCE seeks the services of a consultant who is (a) specialized in the area of financial investments, provident funds, and funds with similar functions, and (b) possesses in-depth knowledge of the financial markets to support the OSCE in ensuring that the PF deposits are managed in a financially sound way, are safe and provide for a return on investment.

Consultant’s support is expected in three different phases. Phase I is mainly focused on the review of the current status of the Provident Fund and the preparation of the Terms of Reference (ToR) for the tender. The OSCE allows its staff to invest in different funds: a Deposit Administration Fund denominated in U.S. dollars; a Deposit Administration Fund denominated in Euro. The consultant is expected to review the current arrangements in place and review other possible investment options for the OSCE Provident Fund. Following this review, s/he is expected to support DHR with preparation of the ToR for the tender.

Phase II is to assist the OSCE in responding to technical queries from interested bidders during the preparation and collection of bids and conducting technical evaluation of submitted bids on closure of the tender. The last Phase III is to provide technical assistance to OSCE to clarify the final agreement with the selected bidder.

The selected consultant will be primarily home-based with the required consultations with various stakeholders taking place by email, by phone, and/or online, as well as during occasional in-person visits on the premises of the OSCE Secretariat if/as necessary. The consultancy is scheduled to take place during the period of May – September 2023. Start date is as soon as possible (May 2023)

 

Tasks and Responsibilities:
Under the overall supervision of the Provident Fund Committee (PFC) Co-Chairs, in close collaboration with the PFC Standing Sub-Committee, and reporting directly to the Secretary of the Provident Fund Committee, the consultant will perform the following duties:

I.    Support the OSCE in the analysis of the current status of the Provident Fund
•    Review the OSCE Provident Fund arrangements with the current provider in terms of costs (including fee structure) and returns, noting the capital guarantee;
•    Compare (costs and returns) current OSCE arrangement with other similar available products on the market (capital guarantee inclusion) and name potential suitable managers of the Provident Fund;
•    Provide regular progress reports to the organization’s PFC Standing Sub-Committee and ensure availability for meetings as needed. Communication will be conducted via email and virtual meetings;
•    Present the report to the OSCE Provident Fund Committee.

II.    Draft Terms of Reference (ToR) in co-ordination with the DHR and DMF focal points for the Provident Fund Administrator tender:
•    Draft, validate and finalize the technical requirements for the Request for Proposal (RfP) based on the analysis of the relevant data, statistics, documents, and policies;
•    Ensure that all the valid mandatory requirements are included;
•    Provide expert opinion on features that are desirable but not essential;
•    Establish technical evaluation criteria before the release of the tender.

III.    Technical assistance during the tender process:
•    Respond to the technical queries from bidders during the preparation and collection of bids;
•    Assist the OSCE assessment team in conducting technical evaluation of bids and their comparison;
•    Assist in the negotiations with the best bidders;
•    Provide technical assistance to clarify the final agreement with the selected bidder.
Necessary Qualifications:

•    Advanced degree in finance, business, economics or related field;
•    At least 10 years of experience in investment management, with a focus on money market funds;
•   Proof of access to software platforms for financial professionals to access market data  and analysis tools (e.g. Bloomberg, Thomson Reuters, Capital IQ) would be a strong asset;
•    Advanced courses or knowledge of bond valuation and risk management in investment are an asset;
•    Professional designation such as a Chartered Financial Analyst by an accredited financial organization is an asset;
•    Strong analytical and problem solving skills;
•    Excellent communication and drafting skills with the ability to explain complex financial concepts and strategies in non-technical term;
•    Excellent knowledge of English;
•   Experience in global investment analysis as well as previous experience analysing other international organisation’s provident funds or similar pension schemes an asset;
•    Ability to meet deadlines and work under time pressure;
•    Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
•    Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
