Reporting Lines

Under the supervision of the Chief, Equipment and Implementation Section, to:

Duties and Responsibilities

  1. Lead the ongoing development of geophysical non-seismic techniques and drilling for On-Site Inspections (OSIs) as per paragraphs 69 (g-h) and 80 (c) of the Protocol, Part II, of the CTBT;
  2. Devise and manage projects including expert meetings, field tests and exercises related to the design and application of geophysical non-seismic techniques and drilling with the aim of specifying and evaluating hardware, software and procedures, and compile reports and technical papers to assist the Section in its communication with external entities, such as policy making organs;
  3. Draft or revise, enhance, implement and test the operational concept for geophysical non-seismic techniques and drilling of the OSI regime, as well as related standard operating procedures, work instructions and training materials for surrogate inspectors;
  4. In cooperation with technical support staff of the OSI Division, manage the pool of non-seismic geophysical equipment to ensure that it is adequately stored, handled, maintained and calibrated, and that all related data are properly recorded in the OSI equipment database;
  5. Administer and maintain a database of data generated during OSI activities as a result of the application of geophysical non-seismic techniques;
  6. Lead the development of guidance for the integrated application of all inspection techniques for OSIs through definition of conceptual and procedural directions for inspection planning, conduct of field activities, data processing and interpretation, including summary descriptions of technique-specific capabilities and limitations;
  7. Actively contribute to integrating the results gained from other OSI techniques to meet OSI objectives and to reviewing, testing and improving the flow of data generated during an OSI activity taking into account the rights and obligations both from the inspection team and the inspected state party;
  8. Facilitate the discussion of relevant experts of the organization, States Signatories, and other stakeholders to improve the understanding of the potential of geophysical non-seismic techniques and drilling in the context of OSIs;
  9. Ensure technology foresight by maintaining an overview and understanding of relevant technological developments in research and industry and assess their potential for OSI for presentation to and consideration by policy making organs;
  10. Participate in possible CTBTO OSIs upon entry into force and other field activities and be prepared to perform OSI related duties in remote areas and under hardship on short notice;
  11. Continuously research, identify and assemble relevant background data; review, maintain and improve equipment inventory, manufacturer documentation, user manuals and other technical documentation;
  12. Perform other duties as assigned.

Education

  • Advanced university degree in physics, geophysics or a related field.

Work Experience and Qualifications

  • At least seven (7) years of relevant work experience in geophysical techniques, preferably part of which should have been in an international environment;
  • Field experience in the application of geophysical techniques, and/or drilling that could be used to detect signatures associated with underground nuclear explosions;
  • Experience in planning, conducting, quality control and evaluation of relevant measurement campaigns including processing, analyzing, visualising and integrated interpretation of data;
  • Experience in facilitating technical expert meetings and providing well written and organized technical reports;
  • Experience in drafting and testing standard operating procedures, work instructions and training materials;
  • Experience in integration and fusion of data from various methods.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
