OBJECTIVES OF THE PROGRAMME

The WHO Azerbaijan Country Office via USAID Azerbaijan Pandemic Response Activity aim to improve the ECS (Emergency Care System) and its services, training and standards, building on and amplifying previous USAID funded project achievements, i.e. REACT-C19, PROACT-Training and PROACT-Care. With reference to the emerging evidence from the ongoing pandemic and Pan American Health Organization’s (PAHO) recommendations for pre-hospital EMS during the COVID-19 outbreak and the WHO’s hospital readiness principles for COVID-19 including emergency units, with consideration of Azerbaijan-specific context, this project aims to strengthen the resilience of Azerbaijan’s Pre-Hospital and Emergency care system and achieve long term sustainable solutions.

DESCRIPTION OF DUTIES

Within the framework of the USAID-funded Azerbaijan Pandemic Response Activity Project, the purpose of the position will be to support, coordinate and monitor the implementation of WHO activities aimed to strengthen pre-hospital emergency care (ambulance service),in-hospital emergency care (emergency units) and in the context of the pandemic, the preparedness of pre- and in-hospital emergency care system to respond to health emergencies. Under the overall guidance of the WHO Representative and the Project Lead, the incumbent will:

  • Support the project manager and team lead of ECS line on the preparation of a project work plan in line with objectives and targets of the project in close coordination with counterparts and partners.
  • Collaborate and support the development of standards, protocols and procedures for pre- and in- hospital emergency care system as well as adopting and establishing in selected healthcare facilities.
  • Collaborate and support the development of national level pre-hospital and in- hospital emergency care and preparedness and response to health emergencies training programs for health workforce.
  • Support and contribute to a quality monitoring and evaluation system for pre-hospital and in-hospital emergency care services.
  • Contribute and support for establishing relevant emergency care education programs at the Azerbaijan Medical University, nursing colleges and other educational institutions at associate, under graduate, and post-graduate levels.
  • Contribute to procurement activities under the project in coordination with relevant partners.
  • Contribute to the organization of project training activities and support the development and update of specific training materials for the project in coordination with relevant partners and ministries.
  • Draft technical progress reports in line with project requirements and within the given deadlines.
  • Provide support for the coordination of project activities at country level and ensure effective coordination and collaboration among related institutions, local authorities and NGOs.
  • Facilitate advocacy and communication activities and provide support in the organization of meetings of project partners and NGOs to increase national awareness including visibility and media events whenever required and in line with the communication and visibility plan of the project.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor’s level) in medicine, health or equivalent areas, relevant to this position.
Desirable: Postgraduate master’s degree/diploma in public health or health management a strong asset.

Experience

Essential: At least 2 years of professional experience at national level working in public health, pre-hospital and emergency care projects. Demonstrated experience working with stakeholders such as national policy makers, NGOs, Health authorities, international organizations in the area of public health, or similar.
Desirable: Demonstrated experience in planning and implementation of health-related projects or programmes. Good connections with local health authorities and/or groups of interest for the WHO would be an asset.

Use of Language Skills

Essential: Expert knowledge of English. Expert knowledge of Azerbaijani.
Desirable: Intermediate knowledge of WHO Language.
