ESSENTIAL RESPONSIBILITIES:

The Grants and Operations Manager will support the Head of Finance & Operations in  accounting, general office services, and maintaining organized records and documentation in adherence with the policies and procedures of Winrock International and the U.S Department of State. S/he will also monitor overall procurement, projects operations activities, grantee performance; manage solicitations, assessments, and award processes, including the competitive grantee selection review process; support the technical teams in the oversight of subawards; develop capacity strengthening plans for grants recipients; and ensure subawardees are compliant with the rules and regulations of the Bangladesh government and the US government. Specific responsibilities include but are not limited to:

Grants Management

  • Support the local publication of grant opportunities and solicitation of bids from qualified applicants;
  • Coordinate and manage the review of subgrant proposals to identify the most qualified candidate(s);
  • Support the development, analysis, review, and negotiation of project subaward documents;
  • Ensure grants are aligned with AugroJatra’s and US government’s objectives and represent the best approach for achieving the project’s targets and objectives;
  • Assist in the preparation of grantee budgets and budget modifications;
  • Monitor subawards to ensure they are on track to hit their financial targets and achieve their programmatic goals;
  • Modify subawards as needed in accordance with the polices of Winrock International and the donor;
  • Support capacity building of local grantee organizations through regular communication and visits, compliance assessments, and advice on financial, administrative, and programmatic processes;
  • Support the AugroJatra’s monitoring & evaluation team’s efforts to ensure data collected from partner organizations is accurate and valid;
  • Collaborate with the AugroJatra’s team members to provide trainings to subgrantees’ staff on program management and technical topics as needed;
  • Review subawardees’ financial reports and funding requests, reconcile invoices with workplans, and ensure prompt payments;
  • Maintain AugroJatra’s grants tracker;
  • Organize and maintain all subgrantee files in accordance with Winrock’s grants manual, General Audit Standards (GAAP), and US government requirements;
  • Monitor subawardee non-expendable inventories to ensure compliance with inventory management standards;
  • Facilitate the grant closeout process in alignment with Winrock and the US government policies and procedures;
  • Maintain financial controls and procedures for the management of funds and sub awards/contracts;
  • Maintain high ethical standards, respect partner confidentiality, and adhere to Winrock’s core values of accountability, equity, innovation, integrity, and transformation at all times.

Operations Management

  • Ensure consistency with Winrock and donor standard operating procedures and;
  • Develop procedures for monitoring and analyzing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending;
  • Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for grants and operations;
  • Work with Accountant to ensure operational and grant financial reporting is in accordance with the Bangladesh government, Winrock, and the US government’s contractual requirements;
  • Produce budget projections and reports for submission;
  • Liaise with the Head of Finance & Operations and the Project Director to ensure the project needs are being met in terms of accounting, contracts, and operations;
  • Monitor partners’ management of funds, compliances and cross check source documents;
  • Maintain financial files and support annual audits;
  • Finalize FD2, FD4, and FD6 document and prepare the annual organizational accounts as and when needed
  • Prepare procurement requests, purchase orders, and payment requests for goods and services as needed for program activities, consultants, and administration/logistics, ensuring compliance with Winrock and donor policies;
  • Coordinate and oversee program tendering and procurement activities in country;
  • Prepare solicitation of quotes from vendors in compliance with Winrock’s procurement guidelines, including working with staff to identify requirements, specifications, and potential vendors for a competitive selection process;
  • Coordinate procurement committee staff, their roles and responsibilities, appropriate review, selection and documentation of the procurement process;
  • Prepare, submit and track progress of review/approval of procurement documentation as needed for timely finalizing and implementation;
  • Support relevant staff to monitor procurement deliverables and payments for proper implementation of procurement agreement and quality services; and
  • Oversee property, including up-to-date inventory reports submitted to the Head Office and/or regional team on a quarterly basis or as required.
  • Implement and maintain office policies, procedures, forms, and record systems that adhere to Winrock and the US government standards and requirements;
  • Any other duties as assigned by the supervisor.

REQUIREMENTS AND QUALIFICATIONS:

Education:

  • Master’s degree or higher in Business Administration, Accounting, Finance, or a related field.
  • Part Qualified CMA/C.A-C.C will be given preference.

Professional:

  • A minimum of six years of experience in finance, grants, and operations management for international development organizations.
  • Experience managing the US government-funded grants is strongly preferred.
  • Extensive experience in working with NGOAB and sound knowledge of rules and regulations of NGOAB;
  • Knowledge of General Audit Standards (GAAP) and the US government rules and regulations, particularly code of federal regulations 2 CFR 200 and 2 CFR 2900 and Federal Acquisition Regulation (FAR) is strongly preferred.
  • Experience in providing capacity strengthening to local organizations through assessments and trainings.
  • Experience in working for counter-trafficking in persons and/or climate change project is desirable.
