The Emergency Preparedness Officer will report directly to the Head of Area office under the overall guidance of the ISCG Principal Coordinator.

  • Support the Deputy Coordinator with coordinating the effective, timely, age and gender responsive emergency preparedness and response measures to the major natural and man-made hazards affecting the Rohingya refugee camps and host communities (living within and adjacent to camp boundaries) as outlined in the Multi Hazard Response Plan for the Rohingya refugee response.
  • In the event of any natural or man-made emergencies within the two sub-Districts of Ukhiya and Teknaf, support the ISCG Principal Inter-Agency Coordinator role as the district emergency focal point with liaising with the HOSOG in Cox’s Bazar.
  • In the event of natural or man-made emergencies, and under the guidance of the Deputy Coordinator, coordinate initial post-disaster rapid assessments undertaken by Sectors.
  • In consultation with the Sectors, streamline emergency preparedness and response coordination, information sharing and decision-making processes and mechanisms in the Rohingya refugee response.
  • Establish and maintain the integration between agency and Sector-specific EPR responses and mainstreaming of cross-cutting themes such as gender and persons living with disabilities to improve the cohesion and complementarity of programme outcomes
  • Lead the Emergency Preparedness Working Group in the Rohingya refugee response towards strengthening emergency preparedness and response coordination.
  • Coordinate annual scenario planning projections to improve hazard preparedness in the Rohingya refugee response.
  • Participate in the multi hazard preparedness and response coordination meetings organized by the local government authorities in Cox’s Bazar and act as focal point for UNO and RRRC technical level meetings on multi hazard preparedness and response
  • Advocate and facilitate strategic partnerships between government and non-government partners and professional learning institutions, in developing knowledge management frameworks, including accountability and learning mechanisms specific to the crisis preparedness and response.
  • Support the identification of potential new funding sources for emergency preparedness and response in the Rohingya refugee response.
  • Support providing linkages/networks and proposal development as required.
  • Perform such other duties as may be assigned.

Education: Advanced University Degree (Master or equivalent) in Political or Social Sciences, International Studies, Public Administration, Economics or another relevant field.

Experience: At least 5 or more years of professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, and development or other related area. Previous UN experience is desirable.

Languages: Fluency (level C) in English language.
