The West African Power Pool has received financing from the World Bank toward the cost of the North Core Regional Interconnector Project, and intends to apply part of the proceeds toward payments under the contract for Supply of 11 Vehicles for WAPP North Core Project. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defi ned in the World Bank’s Disbursement Guidelines for Investment Project Financing.

The ECOWAS Commission, on behalf of the WAPP North Core Project now invites Bids from eligible Bidders for the Supply of 11 Vehicles (07 SUV and 04 Pick up) to be delivered in Abuja (Federal Republic of Nigeria)

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specifi ed in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018, (“Procurement Regulations”), and is open to all eligible Bidders as defi ned in the Procurement Regulations.

Capabilities that are required from the bidders are as follows :

Financial Capability :

An audited fi nancial statement showing an average turnover in the last three (03) years (2017, 2018, 2019) of at least equal to three times the amount of its offer. The Audited fi nancial statement shall be duly signed by the Auditor with indication of the contact and address of the Audit Firm for purpose of verifi cation if necessary.

Experience and Technical Capacity : 

  • The list of at least One (01) similar contract (Supply of Vehicles) executed during the last fi ve (5) years (2015, 2016, 2017, 2018, and 2019) as main Supplier with a value equal to at least the amount of its Bid. For the purpose, the Bidder has to provide all relevant documents in particular the certifi cate of job execution (or completion) by the Client. The Contact address of the Client shall also be provided for verifications ;
  • The Manufacturer’s Authorization or authorized Distributor: a bidder that does not manufacture or produce the proposed Vehicle shall submit the Manufacturer’s Authorization or authorized Distributor to demonstrate that it has been duly authorized by the manufacturer or authorized distributor of the Vehicle.

Note : Manufacturer or authorized distributor shall not Bid for the Tender for which they are providing their authorization.

After downloading the Tender Document, bidders must send an acknowledgement mail to : [email protected]; [email protected]; [email protected]; [email protected], with the following subject: VEHICLES INFO, to allow their registration for information and notifi cation purposes on the tender.
The bidders are held responsible for not receiving any update on the tender if they do not send the acknowledgement mail.

Bids must be delivered electronically to the following email address not later than August 14th , 2020 at 11 :00 Abuja local time (10 am GMT+1) : [email protected]; [email protected]; [email protected]; [email protected]. Late Bids will be rejected. Bidders must submit their bids by email with exactly the following subject line: WAPP NORTH CORE VEHICLES.

Bids will be publicly opened via virtual meeting in presence of Bidders’ designated representatives and anyone who chooses to attend, on August 14th , 2020 at 11.30 am (10.30 am GMT+1). Before 11 :30 am, an invitation to join the video conference will be sent to all bidders who have submitted an offer.

All Bids must be accompanied by a Bid-Securing Declaration. Bids shall be valid for a period of 120 (days) after Bid Opening and the Bid Security must remain valid for 150 Days.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s benefi cial ownership, as part of the Contract Award Notice, using the Benefi cial Ownership Disclosure Form as included in the bidding document.
