Job Purpose:

The Project Officer will play a key role in supporting the Women’s Leadership Project (WLP) that is carried out by OXFAM in 8 targeted townships, Rakhine state. The Project Officer, as a team member of the WLP, will work closely with the Programme Manager, Gender Coordinator, Gender Officer, partner organization grant officers, 8 townships focal CSOs and project stakeholders of the WLP team to implement the project’s activities where the WLP program is operating. In addition, the project officer will support the efforts of the WLP team to coordinate with 33 Gender Leadership Program’ trainees and Gender Male Champions’ groups to enhance their capacity of operational and project management in both personal and community level. The Project Officer will be responsible to identify the existing practices, resources, barriers and strengths of Gender Leadership Program’ trainees and Gender Male Champions and assist to program manager to create effective action plan based on the findings of project analysis. The Project Officer will support the local partner to accomplish the training and sub grant related reports of Gender Leadership Program’ trainees and Gender Male Champions groups and its related township focal CSOs.

Key Responsibilities:

Under the direct management of the WLP Manager, the role of the Programme Officer is to contribute actively to meet the strategic objectives of the project by focusing on:

  • Ensure to develop a work plan with WLP manager and Gender Officer following the project activities plan.
  • Follow up to the actions of target groups and provide coaching and mentoring in operational related support as needed and guide them to take social sensitivity highly into account ensuring do-no harm approach in communities
  • Ensure the effective communication and coordination under the guidance of WLP manager is maintained with all trained Gender Leadership Program’ trainees and Gender Male Champions’ groups and project stakeholders
  • Support the collection of information and reports of Gender Leadership Program’ trainees and Gender Male Champions for gender equality and promoting women’s’ leadership in Rakhine State
  • Take as communication and coordination focal for reporting between OXFAM/ it partners and GLP and Male Champions’ Groups and their associated 8 township focal CSOs.
  • Coordinate with logistics, Finance and HR teams and ensure timely support from these sectors is provided to program.
  • Support WLP manager in facilitating to seek the support of OXFAM other teams from both Rakhine and Yangon to ensure the smooth and effective program implementation with high quality and participate the internal coordination meeting as needed according to WLP manager requests.
  • Submit periodically progress reports to Programme Manager with a focus on Gender Leadership Program’ trainees and Gender Male Champions’ achievements, challenges, and action plans for improvement
  • Assist the M&E officer in monitoring of project activities and data verification
  • Support WLP manager in ensuring the smooth and effective program delivery in close collaboration with Gender Officer as and where needed
  • Ensure project documents and reports are documented and filed in Oxfam’s internal system
  • Ensure/perform Oxfam’s feminist principles, values and approaches are underpinned in all stages of implementation, monitoring, evaluation and reporting.

What we are looking for:

Essential:

  • At least two years’ experience of working on community-based development and organizing of workshops and trainings;
  • Strong knowledge of women’s rights and women’s empowerment and belief in the importance of engaging men in the process;
  • Strong experience in township and state level coordination with a diverse of stakeholders;
  • Proven experience in organizing trainings in rapidly changing context;
  • Strong commitment to inclusivity and respect for diversity, sensitivity to cultural differences and ability to work in a wide variety of cultural contexts;
  • Good written and verbal communication skills in both Myanmar and English, Rakhine language would be a strong asset;
  • Excellent interpersonal skills, as well as ability to work independently;
  • Willingness to be based in Sittwe and frequently travel to field locations in Rakhine State;
  • Flexible work attitude to manage multiple priorities;
  • Good organisational skills and willingness to learn more about development and humanitarian work;
  • Computer skills (familiarity with Microsoft Word, Excel).
