Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

Job context :

The Myanmar Thailand (MyTh) program involves all HI’s interventions’ contexts (Armed Violence Reduction, Emergency and Development) and was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in 5 camps and Risk Education (RE), implemented in 9 camps.

Emergency, Armed Violence Reduction (Humanitarian Mine Action) and development sectors coexist in Myanmar, creating a diverse, challenging and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortia and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.

HI has developed its first regional strategy and it is therefore on the one hand consolidating current sectors of activities, and on the other exploring the needs and possibility to enter in new operational sectors.

Following months of increasing tension, a military coup occurred in Myanmar on February 1st 2021, to contest the result of the national elections held in November 2020 which proclaimed as winner the National League for Democracy (NLD). The elected government was deposed by the Tadmadaw, the Myanmar military, which proclaimed a year-long state of emergency after which new elections would be held. President Win Myint and State Counsellor Aung San Suu Kyi were detained or placed under house arrest along with key officials, and all powers (executive, legislative and judiciary) were vested in Commander-in-Chief (CinC) of Defence Services Min Aung Hlaing under the provision of Section 419 of the 2008 Myanmar Constitution.

Since the coup, Myanmar is facing daily demonstrations, most government workers and civil society actors have joined the Civil Disobedience Movement (CDM), a curfew has been installed, banking and cash flow operations have been disrupted, insecurity is rising throughout the country and the repression is getting increasingly violent, with night raids to arrest civilians, people increasingly injured or killed during protests, arbitrary arrests and detentions, cybersecurity tightened and daily internet cut-offs, 5 local media outlets have had their licence revoked. Government scrutiny on health workers has been increased, with military presence in the hospitals and emergency health workers being controlled in the street during emergency operations.

In light of human rights violations and increasing violence, the international community started condemning the coup, with further sanctions imposed on key military officials and some bilateral cooperation suspended. Refraining from engaging with the de facto authorities, most donors are rather focusing on emergency assistance, Rule of Law, Human rights, protection of the democratic space and supporting vulnerable communities.

 

Under the responsibility of the Regional Technical Unit Manager (TUM) of the MYANMAR & THAILAND PROGRAM (MyTh Program), the Field Protection Technical Specialist contributes within the program to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

Your mission:

Under the responsibility of the Regional Technical Unit Manager (TUM) of the MYANMAR & THAILAND PROGRAM (MyTh Program), the Field Protection Technical Specialist contributes within the program to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

The main responsibility of the Protection Specialist will therefore be to take the lead on the technical project : Applying an Age Gender & Diversity Intersectional approach in prevention and response to violence and any other technical assistance project. This protection project aims at reviewing existing protection practices in link with intersectionality and contributing to designing and field-testing guidance and tools to apply better and more meaningfully an Age Gender & Diversity Intersectional Approach in Protection interventions, maintaining close collaboration with the national level project stakeholders.

Responsibility 1 : expertise

-You contributes to the regional strategies in line with the global strategies

-You ensure Protection technical support to projects in line with the global technical frameworks and standards

-You ensure Protection technical learning from projects

-You ensure the control & monitoring of the Protection technical quality and the relevance of HI’s activities in the Programmes under your scope

-You ensure compliance of the technical proposition with nexus stakes

-You contribute to the development of research and innovation projects in the region when relevant

-You contribute to the Technical Divisions professional channel animation

Responsibility 2 : influence

-You represent HI’s protection approach and component within the project and all kind of coordination meetings and protection related networks (government meetings, clusters, working group and others) and provide technical support

-You contribute to advocacy on specific themes in line with the global advocacy priorities

-You contribute developing communication messages at local level by adopting global communication priorities

Responsibility 3 : business development

-You contribute to the context analysis

-You contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division

-You identify & transform major opportunities in the region

-You contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region

-You identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region

Responsibility 4 : Beyond standards responsibilities and tasks of any Field Specialist, the Field Protection Specialist will be in charge of leading the technical led Project called ‘’Intersectionality in Protection: Applying an Age, Gender Diversity Intersectional approach in prevention and response to violence’’ through:

-You lead the implementation of project

-You are responsible for human resource management of the project including coaching and capacity building or project team with needful technical skills required for the activity’s implementation

-You take care of budget management of the project

-You engage with project partners/stakeholders to have understand on their perception of HI ongoing programming by regular communication, updating progress, discussing solutions for the problems when needed, sharing learnings

Expériences / Formation

  • You hold a diploma in humanitarian/development work or in the social field
  • You have at least 5 years of experience in protection, including work in low-to-middle-income countries. You have experience in project management.
  • You have proven knowledge of key international standards on intervention against violence and protection mainstreaming (GBV, MHPSS, Child Protection..)
  • You are fluent in English (oral and written)
  • You are capable of designing and facilitating trainings
  • You are autonomous and able to work under pressure
  • You have excellent communication skills and strong capacity to represent the association
  • You are audacious and flexible with good reaction capacity

Salaire

At HI, the conditions offered are up to your commitment and adapted to the context of your mission. Particular attention is paid to health issues and your personal situation. We offer an induction and training path adapted to our staff members and we have a HR policy oriented toward mobility and professional development.

  • 12 months International contract starting from June 2021

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI

  • Salary from 2757 € gross/month upon experience
  • Perdiem : 530,11 € net/month – paid in the field
  • Hardship : 250 € net/month paid with your salary
  • Paid leaves : 25 days per year;
  • R&R : 5 days every 6 weeks in Myanmar
  • Unaccompanied Position: Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
  • Individual Housing taken in charge by HI

 

If you are based in Thailand

  • Salary from 2757 € gross/month upon experience
  • Perdiem : 573,80 € net/month – paid in the field
  • Paid leaves : 25 days per year;
  • R&R : 1 day per month

-open to couples

  • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
