OBJECTIVES OF THE PROGRAMME

The MoH is the main organization to ensure provision of quality and comprehensive health care services to the people of Myanmar, which includes health promotion and the communication of health-related information. WHO Myanmar Country Office implements the country cooperation strategy for Myanmar with the government, which is aligned with the national priorities, regional flagships and the Global Plan of Work of WHO. Strengthened leadership, governance and advocacy for health is a key outcome under GPW 13. This will be enhanced through strategic communications. The communication officer takes the lead in implementing the WCO Communications strategy and development of key outputs to support the achievement of WCO objectives

DESCRIPTION OF DUTIES

Underthe general supervision of the WHO Representative and direct supervision of Team Leader (WHO Health Emergencies), the incumbent performs following functions:

Communication and Advocacy Plan

  • Finalize and lead the implementation of the comprehensive communication and advocacy plan for WHO Myanmar Country Office (WCO) , fully integrating a digital strategy.
  • Include defining target audience with differentiated strategies

Content Creation (web and print)

  • Proactively create editorial content (stories, photos, infographics, film, etc.) in cooperation with WCO technical officers; adapt for media pitching, web and social media, posting to respective channels; and support print production (design, editing, publishing)
  • Create/design templates for ‘standard’ communication products

Social media coordination

  • Coordinate the over-all implementation of the communication plan, including social mediaengagement strategy to ensure coherence of content across platforms

Website update and content management

  • Manage WCO website on a weekly basis and work to continuously improve structure of the website; ensure key deadlines aremet for the dissemination of time-sensitive content.Ensure quality and adherence of public information materials to WHO style guide/standards; and to act as clearing house of website contentCoordinate communication work of WCO Myanmar with Regional Office, headquarters (HQ), other country offices; represent WHO in the UN Communications Group, relevant taskforce workgroups and clusters.

Health Promotion and Advocacy

  • Coordinate with the Ministry of Health and their related units to develop communication campaigns and serve as the WHO focal point for health promotionSupport in strengthening WCO capacity in communications and advocacy, as necessaryPerform other relevant duties assigned by supervisor

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor’s degree in journalism, communication, social sciences,marketing, or a related field from a recognized university
Desirable: Post-Graduate Degree Journalism, Public Health, Social Sciences, Mass Communicationor related field;Training in web management tools.

Experience

Essential: At least 2years relevant experience in the field of communication, social marketing and/or health promotion and demonstrated success in a communication roleExperience in developing and implementing a communication strategy/campaignExperience in reporting on qualitative and quantitative analytics
Desirable: Knowledge of global health and nationalhealth development issuesKnowledge of video editing software Adobe Premiere / FinalCut Pro, other design software or similar are assets

Skills

Demonstrable experience in documenting health related programmes/projects Excellent written and oral communication skills Analytical and leadership skills at professional levelAble to do website management and maintenanceGood networking and public relations capacityCreativity and innovation in communication Desirable:Knowledge of WHO programme is an asset

REMUNERATION

Remuneration comprises an annual base salary starting at USD 22,591 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
