Job Purpose:

The purpose of the Grant Officer is to actively participate in the Partners Assessment process and take on the responsibility of conducting the Financial Assessment. The job holder will also need to assess and review partner proposed budgets, ensure compliance with donor guidelines, and review and revise grant agreements from a financial perspective. Additionally, the Grant Officer will need to review fund requests, visit partner offices regularly for monitoring and verification, review and analyze expenses, establish strong relationships with partners, and provide support as needed. The job holder will need to ensure compliance with donor regulations, facilitate internal and donor audits, participate in capacity-building activities for partners, and provide guidance in managing various grants. Finally, the job holder will need to undertake other duties as assigned by the Line Manager and Senior Finance Manager.

Key Responsibilities:

  • Participate in the Partners Assessment process and took on the responsibility of conducting the Financial Assessment. This involved evaluating their Internal Control System, Policies and Procedures, and Accounting System to determine their feasibility in accordance with both the donor’s and Oxfam’s requirements.
  • Assess and review the partner proposed budgets to ensure they align with the donor’s guidelines and requirements.
  • Review and revise all grant agreements from financial perspective before signing the agreements to ensure compliance donor requirements.
  • Review fund requests from partners and ensure that grant payments are made in accordance with the terms and conditions outlined in the respective contracts and in a timely manner.
  • Visit regularly to partners’ offices, to monitor their internal control system and to verify their financial documents.
  • Review and analyse their expenses and address the variations against the budget and inform/advise to responsible managers for further action and resolution.
  • Establish strong relationship with partners and be ready for support if needed.
  • Ensure to follow to donor regulations in all grant transactions and processes carried out by the partners and keep inform to line manager and program manager on significant compliance issues or challenges, while proactively implementing the required corrective measures in collaboration with the respective partners.
  • Facilitate internal audit and donor audit process especially for partner’s expenditures.
  • Participate in capacity-building process to partners by identifying their specific skills and knowledge requirements.
  • Support and guide to partners in managing various grants such as community grants, Livelihood grants and sub-grant to CSOs/WROs.
  • To undertake other duties as reasonably assigned by the Line Manager and Senior Finance Manager.

What we are looking for:

Education:

  • Bachelor’s degree holder with two years proven experience on partner financial management skills.

Experience:

  • Relevant experience within a non-profit / NGO / Funded organization is preferential.
