About the role:

As a senior leadership role, the primary responsibility of the Fleet and Logistic Manager is to lead, manage and motivate all Fleet and Logistic activities in the region. The successful individual will have a mandate to develop the programme Fleet and Logistic departments in line with programme strategies set by the Head of Region and Programme Managers, the organisational strategy, and in support of all regional operations. There will be a requirement to develop the Fleet and Logistic capacities of the four regional programmes.

Key Working Relationships:

The Fleet and Logistic Manager will report directly to the Head of Region and will work closely with the country Programme Managers, as well as the managers of the Fleet and Logistics country teams. The Deputy Director of Programmes (UK based) would be the second reporting officer and the Global Fleet manager and HALO HQ Logistic team will provide professional support and be a sounding board for decision making as required.

Responsibilities:

The Fleet and Logistic Manager will provide a wide range of Fleet and Logistic assistance to the Head of Region and the country programmes and will actively engage with the programmes and UK HQ Fleet and Logistic departments.

The Fleet and Logistic Manager will be responsible for all aspects of Fleet and Logistics in the region, including:

Fleet

  • Manage the Fleet departments to implement and continuously improve any new fleet management systems, including procurement and inventory control systems of fleet spares.
  • Manage in country Fleet departments to ensure servicing schedules for the Fleet are adhered to in four country locations and supporting programmes in the development of maintenance facilities and recruitment of maintenance personnel.
  • Lead the development of best practices at all vehicle fleet facilities and remote work sites.
  • Develop systems to hire, train and promote suitable drivers for the specific fleet relevant to the programme and country’s needs.
  • Lead with vehicle accident and incident investigations and ensure lessons are identified and implemented within the region.

Logistics

  • Manage the Logistic departments to implement and continuously improve any new Logistic management systems, including procurement and inventory control systems.
  • Manage the correct registry, use and maintenance of all programme capital and non-capital equipment within the region.
  • Improve the storage and accounting of spare parts as well as working with the HQ logistics team on the procurement of programme equipment.
  • Oversee the accurate and efficient management of stores and purchasing of supplies at a local level.
  • Identify gaps in the programme’s compliance processes, highlighting where we need to improve, at what cost and by when so that we have a Logistics system and operation that is “fit for purpose” and achieves full compliance.

Throughout the region, the programmes will need assistance to continually improve in fleet and logistic departments in each programme. You will lead on the following:

  • Develop and implement a strategic plan for performance improvement measures and continuous improvement in each fleet and logistic department for the region.

Requirements

Who we’re looking for:

SKILLS AND EXPERIENCE

Required

  • Extensive experience in a fleet management role, preferably with global or regional scope in the humanitarian or development sector.
  • Engineering qualification in either automotive mechanical or electrical systems to HND standard.
  • Road transport international certificate of professional competence in road haulage or similar.
  • Logistic training to level 3 with experience in operating multi vehicle logistic depots and warehouses.
  • Ability to train other nationalities driving familiarisation on various types of vehicles.
  • Ability to train local nationals vehicle mechanics and systems.
  • Effective risk manager across all aspects of the fleet operation with experience of coordinating a detailed risk assessment programme to reduce cost and improve road safety.
  • Experience in leading and working effectively across cultures and language barriers.
  • Ability and motivation to work in a challenging environment and to live and work in close proximity to others.
  • Strong IT skills.
  • Excellent spoken and written English.
  • Valid driving licence including Large Goods Vehicles.

Desirable (not essential)

  • Previous work experience in South Asia;
  • Experience in humanitarian mine action.
