Despite rising incomes, Cambodian families continue to face significant challenges that jeopardize children’s holistic development. The experiences of many young Cambodian children illustrate how adversities accumulate, increase families’ vulnerabilities, and undermine children’s ability to reach their developmental potential. Much progress has been made in Cambodia in the past 20 years in decreasing poverty, infant mortality, and disease burden through economic growth and investments in health, education, protection, and other sectors, yet the complex interplay of risks to child development has not yet been comprehensively addressed.

The USAID Cambodia IECD Activity seeks to improve holistic development outcomes for young children by promoting nurturing care, preventing stunting, and increasing early identification of and intervention for children with developmental delays and disabilities. The USAID IECD Activity takes a multi-sectoral approach to achieve these goals and focuses on the early childhood years, especially the first 1,000 days of life. The USAID Cambodia IECD Activity also provides flexible support to meet the needs of families with young children as circumstances surrounding COVID-19 evolve.

Position Summary:

Under the supervision of the Deputy Chief of Party, the Communications & Knowledge Management Specialist will oversee the communications and knowledge sharing operations to promote the USAID Cambodia IECD Activity.

Responsibilities

  • Manage communications activities for IECD, including drafting Success Stories, Impact Stories, and expert interviews, and managing the project’s social media presence, in compliance with USAID and RTI policies and procedures.
  • Develop and implement project communications strategy, in collaboration with Activity leadership and the client.
  • Work with Activity technical staff and, as appropriate, beneficiaries, to develop content for communications materials.
  • Collaborate with IECD partner organizations on communications and knowledge sharing  activities that promote the project.
  • Facilitate relationships with local media and promote news coverage of IECD activities in local radio, television, and social media outlets.
  • Develop communications materials for the project including brochures and briefs.
  • Facilitate public events to optimize presentation of the project and its partners.
  • Understand and train Activity staff on the approved IECD Branding Strategy and Marking Plan and ensure Activity compliance.
  • Develop and on-going storing IECD project documents/photos and manage IECD digital filling system.
  • Promote and disseminate project results/highlighted various channels such as high-level events, social media, and other creative outlets.

Qualifications:

  • Bachelor’s degree plus 6 years or a master’s degree plus 3 years’ experience in the communications industry in Cambodia.
  • Experience working on USAID-funded programs and familiarity with USAID rules and regulations governing branding and marking is highly desirable.
  • Experience working with US Government funding, international organizations and non-profits preferred.
  • Knowledge of fundamental principles, terminology, and methodology of marketing writing, technical editing, and document organization.
  • Broad knowledge of strategies to address global health, agriculture, nutrition, and social services is desirable.
  • Experience in writing technical content for a wide range of audiences, both technical and non-technical, design, and publication processes, including print and digital dissemination.
  • Ability to work with layout and graphic art professionals.
  • Ability to communicate effectively in a cross-cultural environment.
  • Excellent coordination and organizational skills, strong attention to detail, the ability to establish priorities, meet deadlines, and manage a variety of tasks with accuracy.
  • Strong interpersonal and communications skills and ability to work independently and as part of a team.
  • Proficiency with relevant software applications including Microsoft Word and PowerPoint and Adobe Illustrator.
  • Fluent written and spoken Khmer and excellent English.

Reporting:

  • The Communications and Knowledge Management Specialist will report to Deputy Chief of Party.
