The COVID pandemic, and more recently food and energy price increases are compounding the impact of the global economic slowdown. Country Context
 
Over the past two decades, Cambodia has undergone significant economic transition, reaching lower middle-income status in 2015 with its per capita gross national income (GNI) reaching US$1,060. With a total population of approximately 16 million in 2021, the economy was growing rapidly, leading to a dramatic reduction in monetary poverty. Despite these gains, nearly one in five Cambodians still live in poverty.
 
Alongside the sustained economic growth, Cambodia has seen steady improvements in health outcomes in recent decades. Notwithstanding these achievements, access to quality health care remains problematic, particularly for the poor and vulnerable groups. Cambodia is undergoing an epidemiological transition resulting in the double burden of communicable diseases and NCDs. 
 
While out-of-pocket (OOP) expenditure remains high in Cambodia, impressive progress has been made in providing financing protections for health services. Such progress includes the Health Equity Fund (HEF) and social health insurance schemes. Public health facilities face the challenges of capacity constraints and low utilization, especially for outpatient services. Providers in the private sector are the preferred source of care for the majority of services at the primary and secondary care level. Furthermore, community engagement for health promotions and for increasing social accountability of quality health care needs to be an integral component of service delivery.
 
Our HNP portfolio in Cambodia which currently includes six lending operations and a large Analytical and Advisory Services program, includes broad engagements with a particular focus on improving equitable utilization of quality health services in Cambodia, especially for the poor and vulnerable populations—as well as addressing key challenges in the health sector e.g., improving efficiency in health spending, strengthening the health workforce, primary care and social health protection schemes—through policy dialogue and technical assistance. In addition, our HNP program supports bold nutrition and NCD programs and makes valuable contributions to strengthening the UHC system. 
 
Duties and Accountabilities
 
The Health Specialist will report to the Practice Manager for HNP GP responsible for the EAP HNP portfolio. Following are the key responsibilities, inter alia:
 
• Support teams developing and managing HNP lending operations, analytical work and technical advisory services.
• Provide cross-cutting technical and operational contributions across the lending and analytical work portfolio. While the Specialist may have a particular focus on a subset of projects/activities within the portfolio it is expected that the person will be engaged to some extent in all projects as a core resource person based in Cambodia for task team. 
• Coordinate closely with other GPs, the Country Management Unit, and external partners to advance the Human Capital agenda at the country level.
• Partake in and contribute to policy dialogue with government counterparts— including at the national and sub-national levels—and with other relevant partners.
• Help teams with building and maintaining partnerships and networks within the Bank (in HNP as well as other sectors) and with external partners.
• Develop, write, and disseminate case studies and papers on lessons learned with the Governments, Bank staff, and international partners.
• Provide selective support to other country or regional programs in the region, based on need and on the strengths of the successful candidate.

Selection Criteria

• Graduate degree (Masters required) in public health, health economics, health financing, public policy and management, epidemiology, business administration, or professional degree (medicine, nursing. Candidates without a core qualification in at least one of these domains need not apply. Candidates with combined degrees will have an added advantage.
• Minimum of 5 years of relevant experience in one or more of the following areas: health systems, health economics, public health, program management, service delivery, monitoring and evaluation, operations research in health. Experience in two or more of these areas is advantageous.
• Ability to (a) deal sensitively in multi-cultural environments and to work in a team environment; (b) operate independently with minimal direct supervision and support; (c) work effectively and independently as a team member and as a leader alike, including in multi-sectoral teams; (d) share and disseminate relevant information with colleagues, clients, and managers; (e) interact effectively with a range of partners within and outside the Bank, and to apply strong diplomatic and client-engagement skills; and (f) identify and develop new and creative partnerships with a wide variety of agencies and organizations.
• A drive for results, including a proven track record of high standards/accountability for work products, meeting target dates, an ability to prioritize tasks within the work program; and the ability to work collectively with the team to deliver products of the highest caliber.
• A demonstrated record of making substantive contributions to complex operational engagements, including as team leader or team member with significant operational responsibilities.
• Demonstrated expertise leading/co-leading policy dialogue, policy reforms, and/or service delivery innovations, and working across sector boundaries. Demonstrated track record of synthesizing complex analytics and results into user-friendly written outputs.
• Proven analytical skills linking economic and/or technical thinking and quantitative analysis, and the ability to inform high-level policy dialogue through strong communications (including writing) skills.
• Demonstrated ability in time management and to work under multiple deliverables. The successful candidate should be able to work with multiple team leaders and handle multiple tasks effectively, meet target dates, manage uncertainty, and adjust to a changing work program.
• Superior client orientation, interpersonal and diplomatic skills, and ability to support dialogue with high-level government officials.
