Geres recrute un responsable du programme d’efficacité énergétique (H/F), Phnom Penh, Cambodge

 

 

 

CONTEXT

Set up in 1976, Geres is an international development NGO which works to improve the living conditions of the poorest and tackle climate change and its impacts. As a grassroots actor, the energy transition is a major lever in all its actions. In order to drive societal change, Geres promotes the development and dissemination of innovative and local solutions, supports climate-energy policies and actions and encourages everyone to commit to Climate Solidarity by taking action and supporting vulnerable populations.

GERES implements a four-year project, SWITCH Garment, co-funded by the European Union through the SWITCH-Asia programme, to promote sustainable energy practice in the garment sector in Cambodia. Together with GGGI (Global Green Growth Institute) and the Garment Manufacturers Association in Cambodia (GMAC), Geres supports and facilitates the promotion and adoption of sustainable energy practice and technologies in garment factories in Cambodia.

The overall objective of the project is to decrease environmental impacts while increasing competitiveness in the garment industry in Cambodia, through higher investment in sustainable energy solutions (such as energy-efficient technologies, integration of solar energy, switch to sustainable biomass sources , energy management and good operations and maintenance).

 

MISSION

Under the supervision and authority of the SWITCH Garment project manager/country representative, the Energy Efficiency Programme Officer will work on managing several workstreams under the SWITCH Garment project.

She/he will work in close collaboration with Geres’ small team of Cambodian industrial engineers as well as GGGI, GMAC and other partners to support the sector and factories on energy efficiency. This includes collecting and analysing data, providing operational advice to the factories, development and implementation of technical training programmes and tools targeted at factory managers and technicians, capacity development for local partners, development and implementation of technical training programmes and tools targeted at the garment sector for factory managers and technicians, supervision and documentation of pilot improvements, management of specific studies on sustainable energy solutions, and project development support.

This also includes, if funding is secured, support and supervision of local CSOs in raising awareness of environmental, health and safety issues among factory workers to facilitate the adoption of safer, healthier and more sustainable behaviours and professional practice.

 

ACTIVITIES

1/ Lead project workstreams

  • Lead independent key workstreams of the project, including planning, follow-up of implementation and reporting to project partners
  • Interact and coordinate with project partners on certain joint workstreams
  • Help manage and implement studies from conception to finalisation
  • Liaise with external consultants, including making sure deadlines are respected, reviewing work quality, and possibly supporting interactions with garment factories or external stakeholders.

2/ Design and coordinate capacity building activities

  • In close collaboration with the Geres Cambodian engineers, help advise factories on developing industrial energy efficiency action plans and mentor interested individual factories to facilitate implementation of key measures
  • Coordinate and provide inputs to support the development of training content in conjunction with the internal team and external energy experts
  • Coordinate, co-design, organise and support the adjustment, adaptation, translation and delivery of training modules in collaboration with external experts and trainers.
  • In collaboration with the local team, project partners and factories, develop practical methodological and pedagogical materials, including video tutorials and case studies of improvements
  • In collaboration with the project Team, accompany the learners in putting the training into practice
  • Coordinate the interaction between local CSOs, Geres’ experts, factories and external stakeholders to ensure the development of a training toolkit on key relevant social, environmental, as well as health and safety related topics.
  • Supervise the development of an awareness raising toolkit, training of facilitators, workers’ awareness raising; in close collaboration with factories and local CSOs, lead the monitoring of the learning progress and possible changes in attitudes, behaviour and practice.
  • Facilitate the collection of improvement recommendations on workers’ capacity development and improving environmental working conditions in garment factories.

3/ Provide technical and methodological support to the project/programme

  • Design and write (or manage the process of design and writing) specific and thematic documents (e.g. technical briefs on key industrial energy topics, etc.)
  • Organise measurement campaigns and analysis
  • Develop data collection tools and analyse the data collected
  • Designing educational and awareness-raising materials
  • Support collaboration with partners: participate in the organisation, preparation of meetings and write minutes, exchange, share project/programme information

4/ Participate in monitoring and evaluation activities and capitalisation of actions

  • Propose monitoring/evaluation methods, tools and supports
  • Draw up (plan, content) capitalisation documents
  • Supervise project evaluation by external evaluation team
  • Draft progress reports

5/ Contribute to the outreach of the project/programme

  • Develop and disseminate communication materials for the project/programme
  • Organise events related to the project/programme
  • Represent the project in networks and at events
  • Carry out communication actions concerning the project/programme

6/ Advise, support and implement expertise

  • Contribute to and participate in the preparation of technical and financial proposals
  • Contribute to/carry out technical assistance missions
  • Ensure the administrative and financial monitoring of the missions assigned to him/her in conjunction with the management control department
  • Write reports on the missions assigned to him/her

7/  Capitalise/Document/Transmit (knowledge) internally / externally

  • Produce knowledge and disseminate it internally and externally with the appropriate means depending on the interlocutors
  • Strengthen the knowledge and skills of local and international teams on its theme
  • documenting experiences and ensuring that they are remembered within GERES
  • Contribute to discussions on results and impact indicators

 

Expériences / Formation

EDUCATION

  • A Master’s Degree (preferred) or Bachelor Degree in Engineering, Energy, Economics, Environmental studies or other related field is required.
  • A strong track record on Energy including Biomass is appreciated

EXPERIENCE

  • 2-year minimum prior experience working on energy issues
  • Previous experience dealing with private sector, particularly working in industry, is appreciated
  • Previous experience in South-east Asia is an asset
  • Previous experience in professional (technical) training is an asset

SKILLS

Required skills:

  • Excellent interpersonal skills, ability to establish contact with people from different background and cultures
  • Excellent writing and reporting skills
  • Knowledge about energy management and/or energy use in industry, and willingness to learn about industrial processes in the garment sector
  • Team player with capacity to work in a multicultural environment
  • Fluency in English both written and spoken is a must
  • Knowledge of training process, capacity building, KAP surveys
  • Familiar with Microsoft Office

Appreciated skills:

  • Prior experience in energy projects in the development sector
  • Knowledge of Cambodian and/or Chinese is an asset
  • Working knowledge of gender principles and main applied tools in the development sector
  • Good knowledge of French

CONDITIONS

  • Short term contrat 12 months

  • Gross salary based upon profile, experience and Geres salary grid (from 2170 € to 2600 €)
  • 26 paid leaves per year
