Save the Children recruits an Education Financial and Resource Officer – (200003K6) in Phnom Penh

Role Purpose

The primary roles of the Education Financial and Resource Officer are to work on the budgeting, tracking and reviewing programme expenses and financial reports, procurement work, payment process, tracking partner agreements, and some administrative work of education programme under the direct supervision of Education Programme Manager. In addition, this position is established to contribute to internal control and compliance of Save the Children’s policies and regulations, making sure that resources are used transparently, efficiently and effectively for the best interest of disadvantaged children.

 

In the event of a major humanitarian emergency, the post holder will be expected to provide leadership in the response and work outside the normal role profile.

 

Qualifications and experience

  • Degree in financial and resource management or relevant fields;

Essential

  • At least 3-5 years’ experience in financial management;  administrative work, including procurement; and managing budget with NGOs
  • Minimum 3-5 years’ experience in managing multiple-donor grants/funds or co-finances;
  • Experience in coordination of education programmes;
  • Strong commitment to Save the Children’s Mission, Vision and Values and full adherence to Save the Children’s Child Safe Guarding;
  • Excellent interpersonal, communication and presentation skills;
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches;

Desirable

  • Ability to think critically and work independently;
  • Ability to carry out procurement work and payment;
  • Sensitivity and adaptability towards culture, gender, religion, race, nationality, and age;
  • Ability to develop budget for multiple donor-funding programme;
  • Ability to follow up and track programme’s monthly expenses, checking the validity and errors of calculation and presentation of financial information;
  • Ability to respond to implementing teams (staff members and NGO partners) on compliance;
