Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The European Union (EU) has established the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector (CAPFISH). The overall objective of the CAPFISH Programme is to support the Royal Government of Cambodia in the achievement of its long-term vision of social and economic development, food security and poverty reduction as initiated with the Deep Fisheries Reforms and laid down in the National Strategic Development Plan. The Programme is structured in two components: one on aquaculture (i.e. CAPFISH-Aquaculture, adopted in 2016, EUR 30 million) and one on capture fisheries (i.e. CAPFISH-Capture Fisheries, adopted in 2019, EUR 92.7 million).
The stated objective of the capture fisheries component of the CAPFISH Programme is for Cambodia to have sustainable capture fisheries, contributing to food security and poverty reduction. The CAPFISH-Capture Fisheries Programme comprises three interrelated pillars: 1. fisheries management and conservation; 2. post-harvest and trade; and 3. improvement and diversification of fisheries communities’ livelihoods. The CAPFISH-Capture Fisheries Programme functions through direct Budgetary Support to the Royal Government of Cambodia Fisheries Administration (FiA) and by Complementary Support provided through the FAO (fisheries management and conservation pillar), UNIDO (post-harvest and trade pillar) and NGOs and Civil Society Organisations (improvement and diversification of fisheries communities’ livelihoods pillar).
This Complementary Support Project (i.e. FAO-CAPFISH-Capture Fisheries) supports the fisheries conservation and management pillar within the CAPFISH-Capture Fisheries Programme. The specific outcome that the project will work to achieve within its timeframe and resources is improved capacity to strengthen fisheries management at the community, district/provincial, and national levels.

Reporting Lines

The Provincial Fisheries Support Specialist (Chaktomuk, Tonle Sap and Mekong) reports directly to the Chief Technical Advisor (Team Leader), under the overall supervision of the FAO Representative in Cambodia. He/she will work in coordination with the Project Implementation Unit (PIU) and in close collaboration with the FiA team at national and provincial levels, and other key partners.

Technical Focus

The Provincial Fisheries Support Specialist will work in consultation with FiA Staff including Provincial Department of Agriculture, Forestry and Fisheries, FiAC Officers, to provide support to the Provincial Fisheries Staff through technical assistance, capacity development, training, planning, and coordination to strengthen Community Fisheries and Community Fish Refuge mechanisms and all elements of the project implementation.

Tasks and responsibilities

Planning and training:

  • Act as coordinator / focal point of the FAO CAPFISH Complementary Support Project (CSP) project and PBCT at provincial level;
  • Set up a unit within the PDAFF/Cantonment, support the formulation of work plans for the unit, and establish reporting  arrangements with the project’s CTA, the FiA Central and the International Specialists;
  • Participate in FAO-CSP personal capacity development trainings and project orientation;
  • Act as resource person for training on project technical areas and build capacity within the FiAC/PDAFF and District level to improve fisheries co-management and conservation as well as the functioning of community fisheries mechanisms, including Community  Fisheries (CFi) and Community Fish Refuge (CFR), with attention to gender roles and responsibilities, and inclusive and equitable representation and participation;
  • Carry out training needs assessments, capacity development, coaching and monitoring at the community level as required, with attention to ensuring equal and meaningful participation of women and men of different ages and ethnic backgrounds;
  • Support the development of detailed management plan for relevant fisheries activities in the area including CFi/CFR, state conservation and the “Fisheries Dai” in Chaktomuk, Tonle Sap and Mekong Regions.

Implementation coordination

  • Support FiA in the adoption and implementation of project guidelines, plans, policies according to province needs; ∙
  • Support the work of any young professional, volunteer, or intern attached to the team;
  • Support administratively and technically the implementation and operation of FiAC/PDAFF/Districts agreed activities with the FiA central for the achievements of the of the sector’s priorities;
  • Ensure gender action plan for province are implemented (participation of women in project activities);
  • Ensure implementation of the Guidelines on the transfer and management of the grant to support the operation of CFi/CFR in Cambodia;
  • Support communication activities;
  • Promote the concepts of experience sharing between Community Fishery mechanisms and networks;
  • Support PDAFF/FiAC/District/CFi/CFR and relevant stakeholders in the sector to identify/develop/endorse/implement research activities that will contribute to the community socio-economic development and sustainability of the fisheries.

Monitoring and evaluation and reporting

  • Support monitoring and evaluation activities;
  • Support FiA/PDAFF to monitor planned activities progress and reporting;
  • Liaise with local service providers, NGOs and CSOs working in fisheries;
  • Coordinate with the provincial TWGFi in each of the provinces to ensure proper coordination, planning, update of progress  and achievements of target outputs in the province, and disseminate lessons learned;
  • Assist FiA/FiAC/relevant stakeholders conduct, analysis, reporting of research supported under the programme;
  • In consultation with supervisors, undertake other actions as required and appropriate to ensure the success of the community  fisheries component of the project; and
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in fisheries, natural resources management, community development or related field
  • At least five years of relevant experience at community level
  • Working knowledge of English
  • National of Cambodia
