Job Title : Project Coordinator (PC)

Report to : NOLFOWOP Program Coordinator

Location : NOLFOWOP of Abongmbang

 

Background :

The United States Agency for International Development (USAID) awarded Catholic Relief Services (CRS) cooperative agreement grant (AID-624-A-14-00004) to implement the Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) project funded under the President’s Emergency Plan for AIDS Relief (PEPFAR). Over a five-year period (2014-2019), the KIDSS project is addressing the challenges of sustainable care and support to OVC. Through the KIDSS project, CRS is strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to care and support Orphans and Vulnerable Children (OVC).

In response to the PEPFAR 3.0 strategic alignment to achieve the UNAIDS 90-90-90 global targets, KIDSS geographic and programmatic scope was amended in the Country Operational Plan (COP) FY 2015. KIDSS was directed to focus on priority HIV services for OVC in the PEPFAR priority health districts of Djoungolo in Yaoundé and Deido in Douala and two sustained health districts of Nkolndongo in Yaoundé and Bamenda, with an overall goal of increasing the rate of “new on antiretroviral therapy (ART)”.

Through the revised KIDSS project, CRS will improve capacities of GRC, community networks, civil society organizations (CSOs), and the Archdioceses of Yaoundé, Douala, and Bamenda, and OVC families/caregivers to ensure the continuum of prevention, care, support, and treatment for OVC.

The Project Coordinators (PC) will be based at each of the three targeted archdioceses of Yaounde, Douala and Bamenda and CSOs and will be primarily responsible for overseeing and supporting quality implementation of service delivery.  They also oversee administration and financial management and make strategic decisions regarding the organization. The PC of the Church partners supervises the Case Management Coordinators (CMC), ECD/Adolescent Service Officer (ECD/Adolescent SO) and Household Economic Strengthening Services Officers(HES SO)and oversee the recruitment of community volunteers to provide services to OVC and their families. The PC of CSO supervises the Case Management Coordinators who in tend supervise all case workers.

 

Specific Responsibilities :

Planning and coordination :

  • Coordinate and supervise project implementation, monitoring and reporting ;
  • Coordinate administrative and financial management and reporting ;
  • Oversee the development of monthly activity plans and oversee their implementation ;
  • Organize and facilitate periodic staff meetings ;
  • Participate in planning and coordination meetings ;
  • Maintain good communication with KIDSS project at CRS.

Staff supervision and development :

  • Conduct training needs assessments for field staff and data clerk ;
  • Approve and monitor individual work plans ;
  • Manage annual staff appraisals.

Program quality :

  • Lead project strategic planning and decision making ;
  • Lead ongoing monitoring and evaluation of the project ;
  • Submit timely, complete and accurate reports ;
  • Document best practices, lessons learned and success stories ;
  • Prepare narrative report and with good quality data.

Financial management and reporting :

  • Manage project expenditure in line with approved budgets ;
  • Manage performance-based financing where applicable ;
  • Oversee the advance/liquidation process for project activities where applicable ;
  • Oversee the preparation of financial report where applicable.

Minimum Qualifications :

  • Bachelor’s degree in the Social Sciences, Business Administration, Project Management or any related discipline ;
  • At least 5 years of experience in development activities, with at least 3 years of project management ;
  • Past experience or proven ability to work with Church structures and leadership ;
  • Specialized knowledge of and experience with OVC care and support programming ;
  • Proven leadership ability with strong interpersonal skills ;
  • Strong verbal and written and documentation skills in both English and French ;
  • Professional proficiency in one or more local languages of the operational area ;
  • Strong computer skills (Word, Excel, e-mail) ;
  • Experience or proven ability to work in collaboration with local authorities.

Supervisory Relationships The Archbishop or his delegate or CSO Executive.

Key Working Relationships :

  • Internal : Diocesan Office staff, CSO, CBO, local authorities, project participants ;
  • External : Deputy Chief of Party for Services, HIV Specialist, Community Program Management, Data Quality Assistant, and Chief of Party and KIDSS project staff.
