Description

Cameroon is compounded by three conflict-related humanitarian crises: in addition, the secondary impacts of the COVID-19 pandemic have further exacerbated the needs in the country. Incursions by Armed Organized Groups (AOGs) in the Lack Chad Basin have resulted into 114,000 Nigerians seeking refuge in Cameroon and a further 322,000 Cameroonians as IDPs in urgent need of humanitarian assistance. Cameroon’s Eastern regions are still home to nearly 300,000 refugees from the Central African Republic and the third crisis is the on-going violence in the two English-speaking regions of North-west and South-west where nearly one million Cameroonians have been displaced due to this crisis.

NRC has been operational in Cameroon since April 2017, and currently has five field offices; Maroua and Kousseri in the Far North; Buea in the South-west; Bamenda in the North-west and Batouri in the East.

Role and responsibilities

The Finance Manager will be responsible for ensuring that the financial set up of the Country Office is according to NRC standard. S/he will play a pivotal role in the financial steering of programme/project implementation.

 

Generic responsibilities:

  1. Ensure that country set up adheres to Financial Handbook, NRC policies, donor and auditor requirements;
  2. Over the Implementation of NRC’s financial systems, routines and procedures;
  3. Maintain overall budget control and monitor cash flows;
  4. Management of financial team ;
  5. Training of line managers and staff with financial responsibilities;
  6. Provide regular analysis and reports ;
  7. Implement anti-corruption policy ;
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy.

 

Specific responsibilitie:

  1. Lead preparations for and follow up on audits;
  2. Provide input on operational support in proposal development and project implementation;
  3. Coordinate the Master Support Budget and BPO development processes;
  4. Generate monthly financial reports including BvAs and provide financial analysis with appropriate advice to the Country Management Group and budget holders;
  5. Support budget holders on the budgeting process and prepare donors financial reports in due time;
  6. Lead and develop the finance team capacity in the country including training and development of local finance procedures;
  7. Coordinate weekly meetings between finance staff for information sharing;
  8. Conduct routine field visits to monitor compliance of internal control and financial systems
  9. Implementing and following up on audit findings for the smooth running of the country Office;
  10. Performing and following up on any other duties assigned by line manager.

Competencies

Generic professional competencies:

  • Minimum 3 years of experience from working as a senior Financial Manager, preferably with humanitarian organizations;
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Solid knowledge of computer software and modern accounting systems;
  • Fluency in both French and English.
