Job Description

The purpose of a Finance Coordinator is to implement delegated area of responsibility. The following is a brief description of the role.

 

Generic responsibilities

  1. Implement NRC’s systems and procedures at country office& area offices level;
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements;
  3. Prepare and submit report reports and analysis ;
  4. Ensure proper filing of all support documents on office 365;
  5. Support line managers in procedures and require support team trainings;
  6. Management of Finance team;
  7. Ensure that the accounting, monitoring and reporting are according to procedures
  8. Support project staff in financial matters ;
  9. Maintain budget control and monitor cash flow for the area ;
  10. Ensure development and implementation of administrative systems and procedures.

 

Specific responsibilities

  1. Ensure that budgeting, financial reporting and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor, auditor and the authorities requirements;
  2. Provide up-to-date analysis and required reports of the financial situation in the projects and the programme to the Finance Manager, Grants Manager, Area Managers, PDMs, Project Coordinators ;
  3. Assist Finance Manager in preparation of field Z costs and ensure that these costs are correctly charged;
  4. Ensure accurate maintenance of all NRC financial and accounting files and transactions;
  5. Facilitate monthly Budget versus Actual (BvA) reports with budget holder and follow up on action points;
  6. Maintain Master budget update;
  7. Be proactive in communication with donors to ensure that new donor requirements are taken on board;
  8. Promote exchange of information and cooperation with relevant department in office as well as with PDMs and coordinators;
  9. Ensure proper management of accounting documents and records;
  10. Support Project Managers in budget preparation as well as proposals development;
  11. Check and verify NRC Cameroon payrolls before payments are made;
  12. Prepare and submit periodic financial reports as appropriate ;
  13. Assign duties, supervise, train and appraise  Country & Area Finance Officers and Assistants.

 

Generic professional competencies:

  • Experience from working as a Finance Coordinator in a humanitarian/recovery context;
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile ;
  • Experience working with donors like NMFA/NORAD, GFFO, ECHO, USAID, UN, AFD and SIDA will be a strong advantage;
  • Should be bilingual, speaking and writing English and French;
  • Excellent computer skills;
  • Ability to function independently and as a work team leader/facilitator;
  • Ability to work under pressure and meet deadlines;
  • Strict attention to policy and practice detail .

 

Context/ Specific skills, knowledge and experience:

  • Bachelor’s Degree in Business Administration, Commerce, Finance or Accounting;
  • Certified Public Accountant (ACCA, CPA, CIA, CIMA);
  • Minimum of 5 years’ relevant work experience progressive experience in INGO or audit firms;
  • At least 2 years’ work experience in a similar role within a non-governmental organization (NGO), donor or multilateral agency.

  • Beginning: July 2021 ;
  • Fix term contract of 12 months ;
  • Duty Station: Yaoundé with 40% of field travel ;
  • Salary and Benefits: Grade 7 step 1 NRC Cameroon salary grid.
