The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking  eligible and qualified applicants for the position of Project Management Specialist (Food Security) under contract as described in this solicitation (227 KB).

The Food Security Specialist is the Mission’s recognized expert on FFP programs and overall humanitarian assistance. With technical support and strategic direction from the Cameroon-based Food For Peace Officer, the Food Security Specialist is responsible for the effective design, implementation, and management of FFP programs in Cameroon. His/her primary responsibilities are to :

  • Monitor, report and advise on the implementation and performance of active emergency assistance FFP programs ;
  • Undertake and report on assessments to inform USAID/FFP food assistance funding decisions, program designs or project modifications; and
  • Represent FFP at national level with the aim of influencing the quality and impact of emergency food security programs ;
  • He/she will also monitor the humanitarian situation in Cameroon, including non-food assistance to refugees and internally displaced persons ;
  • Working within the USAID team in Cameroon, the Food Security Specialist will also ensure coordination of FFP programs with other USAID activities in the country, especially in health and nutrition programming focused on vulnerable groups.

 

Education & Prior Work Experience :

  • Successful completion of a Bachelor’s degree in agriculture, economics, international development, statistics, nutrition, public health or social sciences is required ;
  • A minimum of five (5) years of progressively responsible experience in humanitarian assistance and/or international development programs with at least two (2) years of this experience in the management of food aid or food security, or overall humanitarian assistance programs ;
  • At least 2 years work experience in food assistance and/or humanitarian program monitoring and evaluation is required ;
  • Experience in managing or implementing humanitarian and/or development food security activities in Cameroon including, collecting and analyzing food and/or nutrition security information, addressing food insecurity and livelihoods among vulnerable populations and working on livelihood asset creation and emergency food assistance ;
  • Level III English language and Level III French language is required ;
  • Language proficiencies will be tested. Demonstrated ability to provide high-quality verbal or written briefings, reports or presentations on issues related to food security, nutrition, agriculture, resilience-building, and humanitarian/emergency assistance at meetings, workshops, or conferences with high-level donor, United Nations, and non-governmental organization officials ;
  • Demonstrated ability to work with tact and diplomacy in a team environment and proactively work to achieve consensus on policy, project and administrative matters and to work independently with minimal supervision as needed.

Market value :

Market value : CFA 19,340,869– CFA 32,879,471 equivalent to FSN-11 In accordance with AIDAR Appendix J and the Local Compensation Plan of Cameroon. Final compensation will be negotiated within the market value.

This position is open to Cooperative Country Nationals (an individual who is a Cameroonian citizen – or a nonCameroonian citizen lawfully admitted for permanent residence in Cameroon. All applicants must provide proof of eligible citizenship in their application. Non-Cameroonian citizens must attach copies of their permanent residency permit to their application to be eligible for consideration. No relocation expenses are provided to the job location, Yaoundé-Cameroon. If transportation to Yaoundé is required, it will be the employee’s responsibility. Failure to provide the stated requirements will result in a determination that the applicant is not qualified.
