Job description

Scope of work

  • The Child Protection Officer is responsible for Child Protection (CP) activities in the areas affected by the crisis in the Southwest Region. He/she will ensure accurate and quality delivery of intervention and integration between Child Protection (CP), Protection and Rule of Law (PRoL), and Women Protection and Empowerment (WPE) through 3 work streams:
  • Overall improvement in the identification and referral of children at risk of abuse, violence, neglect and exploitation;
  •  Improve monitoring of child protection trends in protection monitoring:
  • Capacity building of IRC team, specifically case management assistants and officers of WPE and PRoL programs, on child protection case management;
  • The Child Protection Officer will respect the principle of confidentiality of the information received during programme implementation.

Main responsibilities

  • Increase awareness on the existing referral pathways for children at risk and relevant services, by updating the referral pathways regularly, attending coordination groups meetings;
  • Set up a referral data base for child protection activities and produce weekly, monthly and quarterly analysis of all referrals;
  • Increase knowledge and competencies of IRC staff (PROL, WPE, EDU etc) to identify, handle disclosures and safely refer children at risk of abuse;
  • Improve accountability mechanisms for children at risk, by centrally managing IRCs protection referrals of children at risk and referring children to external services. Ensuring that child protection cases referred are referred externally and receive services from the relevant organization;
  • Review the protection monitoring tools to include more child protection specific trends ;
  • Review the approach used to monitor child protection trends, to consider ways to become more inclusive of children from varied backgrounds and abilities
  • Analyses the data collected by protection monitors to complement existing information collected on other rights violations;
  • Lead child protection mainstreaming within the IRC and with partners.
  • Lead capacity building activities with IRC partners (namely CBOs, health workers, community focal persons);
  • Represent the IRC within all cluster meetings related to Child Protection and provide specific support and inputs to the Protection Cluster of the SWNW through its IRC co-lead including the completion of the 5 Ws;
  • Lead coordination initiative (specifically draft of MoU) with international and national partners to update referral pathways (LUKMEF, REACHOUT, STREET CHILD and CARITAS for referral in Ndian, and DRC and LUKMEF for referral in Meme).  Participate and support Child Protection Committee with existing partners.

Monitroing and reporting

  • Ensure that activities are fully documented, including regular and systematic collection of data required by the donor and for the monitoring of the project;
  • Establish and implement a training system as pre/post tests to measure participants’ learning ;
  • Produce/contribute to the writing of the reports required by IRC and the donor (Progress of activities, monitoring of indicators, etc.).

Coordination and representation

  • Ensure coordination of the organization of the training in Child Protection with other stakeholders ;
  • Work closely and coordinate with the IRC services to carry out program activities. This includes participation in the opening, follow-up and closing meetings of the grant;
  • Ensure linkage, coordination and sharing of information on activities with national NGOs, International NGOs, donors and the government representatives.

Any other task requested by her/his supervisor for efficient programme implementation.

Qualifications

Bachelor of Arts or Science in Social Science, Law, Humanities or another desirable related field.

 Experience, skills and abilities

  •  At least, two years of experience in child protection activities in particular child protection case management and monitoring, counselling, social work or another related field;
  •  Knowledge and / or experience of gender-based violence case management would be a strong asset;
  •  Good Knowledge of protection monitoring and protection mainstreaming;
  •  Excellent knowledge of international standards: Inter-Agency Guidelines for Case Management and Child Protection: Minimum Standards for Child Protection in Humanitarian Action, Caring for Child Survivors of Sexual Abuse : Guidelines for health and psychosocial service providers in humanitarian settings;
  •  Clear understanding of and interest in the protection field of expertise;
  •  Strong ability to prioritize and work under pressure;
  • Experience in leading capacity building activities and facilitating trainings on Child protection issues;
  •  Proven experience working in a difficult environment;
  •  Clear understanding of human rights, and issues surrounding violence against civilians;
  •  Experience in service analysis and mapping (including capacity assessments of staff);
  •  Capacity to work under minimum supervision, pro-active, autonomous
  •  Demonstrated understanding of and ability to maintain confidentiality and respect for clients;
  •  To be of Cameroonian nationality, preferably originally from the SW region.
  •  Fluency in English Language, Pidgin English is required as well as fluency in at least one local language spoken in the Southwest Region is desirable;
  •  Positive and professional attitude, including ability to lead and work well in a team setting;
