Job Description

The Risk and Compliance Coordinator is responsible for supporting NRC Cameroon’s efforts to effectively manage risks; promoting a risk management culture within the Country Office (CO), for supporting the Country Director (CD) in ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function (i.e.  Document Management, COTER, sanctions, data protection, etc.); and responding to any issues or questions that arise relating to the CO’s work on PSEA, DPR, legal and Code of Conduct.

 

Generic responsibilities

  1. Support the CD and the CMG by ensuring: That risks in the CO’s operations are identified, assessed and controlled effectively; and CO’s compliance within high-risk areas/issues.
  2. Support in-country function leaders (Area Managers, Head of Programmes, Health Safety and Security Manager) with implementing compliance improvement measures related to high-risk areas/issues.
  3. Support function leaders in the CO with ensuring that all SOPs in the CO are aligned with policies and regulations not related to a specific function, are coherent with other SOPs throughout the CO and NRC and follow basic quality principles.
  4. Support the CO’s focal point for audits in the coordination of the work among the different CO’s sections/units to respond to external audits initiated by institutional donors and to facilitate the follow up of these audits’ recommendations.
  5. Provide training and support to CO staff on the following: i) Areas of expertise held by the R&C function at HO (Risk management, compliance, Anti-corruption, Data Protection, Code of Conduct, legal and complaints management) and ii) compliance with regulations not specific to a given function (i.e. SSD, COTER, sanctions).
  6. Contribute to the development of NRC’s risk management framework by documenting lessons learned and best practices in the CO.

 

Specific responsibilities

  1. Monitor compliance in the implementation of NRC’s policies, procedures and controls through regular spot checks, field visits and in-depth reviews, as agreed with senior management/the CD.
  2. In collaboration with programme and support staff, support in developing document management systems, including the development of a standard filling and referencing system, including training and advising the responsible deparments.
  3. Conduct spot checks and field visit reports on various aspects of NRC operations and functions, as agreed and requested; following field visits, complete risk-based reports for senior management and support in the tracking of recommendations.
  4. Support each NRC field site in compiling updated location-based risk mapping; support in training staff and developing a culture of risk management; facilitating the regular risk monitoring processes.
  5. Support continuous improvement of operational standards
  6. Contribute to organizational learning and development in compliance and anti-corruption at NRC by sharing learning, experience and best practices with other compliance and anti-corruption practitioners in NRC. Based on lessons and evidence, implement relevant prevention mechanisms.
  7. At the direction of the CD, support in internal investigations and produce required reports.
  8. Take a lead on minor casework, allegations of misconduct such as theft, bribery, favouritism and similar.
  9. Support the development of NRC’s compliance framework in Cameroon based on a thorough understanding of NRC’s procedures and guidelines, including the monitoring of Key Performance Indicators at regular intervals.
  10. Serve as the focal point for data protection, which will include facilitating a data process mapping of all data processing activities, monitoring for data collection of sensitive information and advising on impact assessments and data breaches.

 

Essential qualifications:

  • Bachelor’s degree in relevant university field (Audit, Finance, public administration and similar) ;
  • Experience from working in a similar role in a humanitarian/development context ;
  • Full proficiency in spoken and written English and French ;
  • Strong planning, organizational and interpersonal skills ;
  • Excellent analytical, presentation, and reporting skills ;
  • Ability to respond to changing priorities ;
  • Ability to work independently on own initiative.

 

Context related skills, knowledge and experience:

  • Minimum 2 years’ experience working as an internal auditor/compliance role, preferably including experience in an internal audit function and in the NGO sector ;
  • Knowledge of donor rules and regulations and of INGO procedures ;
  • Systematic mind-set, attention to detail and capability of structuring a large amount of information in an easy accessible way ;
  • Experience with developing internal procedures, legal documents, contracts…

 

We Offer

  • Beginning: July 2021
  • Fix term Contract of 12 months
  • Duty Station: Buea with 50% of travel to all areas in Cameroon where NRC has field operations
