Descriptif du poste :

The International Rescue Committee (IRC) responds to serious humanitarian crises around the world and helps victims survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC provides relief and assistance to improve the living conditions of refugees forced to flee war or disaster. Operating in more than 40 countries and 22 cities in the United States, we restore safety, dignity and hope to millions of people who are far from home and suffering. IRC leads the way to better lives for these people.

IRC began operations in Cameroon in 2016. The Boko Haram-related violence in the far north of the country, which was affecting the population, was increasingly worrying. Assistance to displaced people extends to the far north; Mayo Sava, Mayo Tsanaga, Logone & Chari. Survival programmes are being offered to increase access to water, improve hygiene practices among both the displaced and the host population, provide for basic needs and ensure food security for poor families through cash distribution. The protection program, mainly WPE (Women Protection and Empowerment) and PRoL(Protection and Rule of Law) ensure the protection of the most vulnerable affected populations, including women and girls. Following the growing crises in the north-west and south-west regions of Cameroon, in August 2018 IRC expanded its operations in the south-west region and in 2019 to the North West region by providing humanitarian assistance for the survival of internally displaced populations. IRC field offices are located in Maroua and Kousseri in the far north, Buea in the south-west and Bamenda in the NW, and a representative office in Yaoundé itself.  

IRC’s strategic action plan for 2020 commits IRC to continuing to provide essential humanitarian services, with an emphasis on community safety and ensuring that IRC will meet the basic needs of affected populations, while working on the resilience of beneficiaries, especially women and girls. IRC Cameroon is funded by European and American donors.

 

Women Protection Empowerment :

Ongoing conflicts in the Extreme North, North-West and South-West regions of Cameroon have made women and girls particularly vulnerable due to the combined effects of socio-economic vulnerability and gender discrimination, obstacles to access to education and opportunities for socio-economic development, resulting in specific threats to them, such as increased risk of violence, including sexual and gender-based violence).

Over the past five years, the International Rescue Committee (IRC) has invested heavily in responding to and preventing gender-based violence and empowering women and girls to reduce risks. IRC began providing gender-based violence services in South West Camroon in 2018 in Fako, Meme and Ndian Divisions and plans to expand its services to other locations.

 

Position overview :

The Manager of the Women’s Protection and Empowerment Program (WPE) will support the development, adaptation and monitoring of the implementation of quality services and ensure accountability to beneficiaries, to IRC and to the Donors through monitoring the quality of the services provided to the beneficiaries, quality reports and good resource management. The WPE program in South West Cameroon has 2 main components: (I) Responding to gender-based violence, which includes access to psychosocial support services and referral pathway; (II) Prevention through community awareness on GBV and services available and Assessments of the needs of women and girls in the intervention area.

The WPE manager will  coordinate with other humanitarian actors in the field on the GBV aspects and inform the hierarchy to ensure that the programming is in line with the regional strategy as well as the humanitarian needs and the humanitarian response plan (HRP).

The manager’s work will mainly focus on: (1) Managing teams, (2) Planning and monitoring financial expenditures; (3) Representing the IRC in cluster meetings and coordinating with other humanitarian actors in the region; (5) Working closely with other internal programs, including support program;

 (6) Monitoring project indicators and producing quality reports.

 

Key Responsibilities :

Technical Quality :

  • Provide technical and administrative WPE emergency program in line with IRC best practices and policy ;
  • Ensuring that the ethical and meaningful collection of data and information management systems is in place for appropriate program analysis, planning, evaluation, and advocacy with the M & E component of the WPE and Donors.

Staff development and supervision :

  • Maintain open and professional relationships with team members ;
  • Directly supervise the WPE team ;
  • Ensure the timely completion and monthly submission of records or schedules, revisions of trial periods and annual performance reviews ;
  • Assist in the recruitment of WPE staff ;
  • Provide technical training for staff and refocus them on other ongoing capacity building opportunities ;
  • Coordinate with the WPE Coordinator, FieldCo and other PROL, ERD and EH Managers including Supply Chain and Security Officer to plan staff movements in the field.

Validation of planning & implementation :

  • Responsible for the general implementation of field descent mission validations for the WPE teams ;
  • Work closely with the Operations departments of IRC, Finance, HR and Grants to ensure compliance with accepted requirements.

Partner Management :

  • Develop and maintain effective working relationships with local and INGO partners ;
  • Advocate with partner agencies and other actors in the field to promote the delivery of better and inclusive quality of response services Protection and reduce the risks of women and girls ;
  • Coordinate with GBV Focal Points and all other GBV partners, especially child protection and protection programs, for joint field mission preparations and any necessary questions.

Coordination & representation :

  • Actively develop and maintain effective working relationships with key stakeholders, including donors, UN agencies, local and international NGOs, and other relevant actors in consultation with FieldCo, WPE Coordinators ;
  • Participate regularly in GBV sub- cluster and other meetings at the appropriate level to respond to IRC’s field priorities.

Program development :

  • Contribute to the development of the WPE, needs analysis and context in the SW/NW region ;
  • Contribute to project development activities (written project and budget) through planning and program plan with relevant field-based staff, to ensure that technical standards are considered prior to submission ;
  • Coordinate with other IRC programs (ERD, PROL and EH) to provide relevant inputs and support improved protection and empowerment of women and girls ;
  • Financial management ;
  • Support the coordination of WPE in the monitoring and control of expenditures, the monthly planning of financial needs in connection with the financial department of IRC ;
  • In relation with the Program Coordinator, develop expenditure plans ;
  • Ensure that purchase authorizations (PRs) comply with the expenditure plan and budgets; check the coding before inserting them into the approval chain

Human Resource :

  • Keep a link between the team under his/her responsibility, the Technical Coordinator of the WPE Program and the Field Coordinator ;
  • Provide active support to the technical team regarding the organization and conduct of their work, consistent with the priorities and schedules defined in teams and validated by the WPE Program Coordinator ;
  • Identification and reporting to FieldCo and WPE Coordinator of the team’s capacity building needs ;
  • Manage internal conflicts with the staffs ;
  • Provide regular technical support and guidance to staff under his supervision and partners.

Operations :

  • Work with the operations and logistics departments to ensure that the project is implemented according to the IRC procedures and in compliance with the security standards in place ;
  • Follow up the spending authorizations (RP) of the components under his/her responsibility, in collaboration with the WPE Officer. Ensure that requests are made in a timely manner, taking into account the time required for final approval.

Monitoring :

  • Develop and maintain effective supervision and quality control over the reporting system and procedures ;
  • Monitor and consolidate weekly collected information and reports on staff activities ;
  • Communication regarding the evolution of field activities, its challenges and difficulties in the implementation of the program between the partners and the coordination of the program ;
  • Ensure the Ensure the high quality of IRC reports and donor reports on activities, indicators and success stories ;
  • Ensure regular update of all emergency files ;
  • Writing and timely sharing of reports ;
  • Plan of follow-up of the descents on the ground.

Other functions :

  • Constantly and proactively assess the safety of field crews, promptly report incidents to IRC coordination and liaise with other external parties as required to maintain or improve the security environment ;
  • Other responsibilities assigned by the supervisor to improve and develop IRC programs ;
  • Participate in various meetings organized by the program and other meetings related to activities ;
  • Perform any other task or activity at the request of the line supervisor ;
  • Ensure all activities are carried out in accordance with IRC Operational policies

 

Main working relationships :

  • Position is supervised by : Field Coordinator ;
  • Position supervised technically by : Women Protection Empowerment Coordinator ;
  • Position directly supervises : Women Protection Empowerment Officer ;
  • Other Internal and/or external contact ; 
  • Internal : Grants Manager, Finance Manager, HR Coordinator, Supply Chain Coordinator, Security Coordinator, M&E Manager, ERD Coordinator ;
  • External : Protection Cluster in Yaounde, Buea, Maroua.

 

Profil :

  • Master’s Degree of Arts or Science in Social Science, Public Health, Humanities or other related field, desirable ;
  • At least three years’ experience in developing and managing protection programs in humanitarian contexts ;
  • To be of Cameroon nationality ;
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment ;
  • Has supervised a team and managed a budget ;
  • Fluency in English and/or (other languages) preferred or required ;
  • A good understanding of gender, abuse of power, causes and consequences of gender-based violence (mandatory) ;
  • Understanding and respect for the principles of confidentiality and respect for clients ;
  • Experience in the areas of capacity building and group facilitation techniques ;
  • Ability to support and coach the project team to achieve the targets set out in the work plan in accordance with the project objectives ;
  • Capacity for financial planning of activities and assistance to programme coordination in verifying the allocation of programme expenditure under the various budget lines ;
  • Strong writing and data analysis skills to produce a quality report ;
  • Ability to manage teams and manage performance development.

 

Work environment and safety :

Security : Yaounde is currently at the yellow security level and has no curfew. Maroua and Kousseri are at security level orange and IRC has a curfew in place, while Buea is at security level red with a curfew in place.
