 Functional Responsibilities

Professional for the Climate Finance and Means of Implementation Department to support activities related to the design of financing strategies for sectoral adaptation and mitigation plans and regional climate change plans that must be published by law by 2024.  Specifically, this support is identified as follows:

1. Financing schemes for the design and implementation of Sectoral Plans for mitigation and adaptation.

  • Support the mobilization of funding for the design and implementation of Sectoral Mitigation and Adaptation Plans with proposals for viable funding sources and schemes for the typologies of measures in the different sectoral climate change and territorial plans linked to water resources.
  • Coordinate and communicate with key stakeholders to achieve sectoral and subnational financing strategies.
  • Design and execute engagement strategy for climate action financing with the private sector and implementing agencies.

2. Design two actions/tools/measures necessary for the promotion and dissemination of subnational financing sources.

  • Support the search and channeling of financing for subnational climate objectives by developing proposals and following up on the implementation of at least two actions/tools/measures necessary for the promotion and dissemination of financing sources and coordination instances among stakeholders that make it feasible to obtain financing for regional and local actions (preparation of 2 TORs and execution of their respective studies/actions).
  • Support in the development of the work agenda of the action group for community and regional climate finance GAFICCOR, as well as in the coordination tasks associated with the logistics of the group.
  • Support as a technical counterpart of the studies being developed in the community and regional climate finance, always linking the findings of the financing strategies associated with the sectoral plans for mitigation and adaptation.

3. Present funding prioritization proposal around the means of implementation addressed by the ECLP.

  • Support the financing of goals and commitments of the long-term climate strategy by analyzing financing prioritization processes around the means of implementation addressed by the ECLP and its link with sectoral and regional climate change plans.
Education: 

  • Advanced university degree (Master’s degree or equivalent) in natural sciences, economics, environmental management, engineering, development policies, finance, international development, or a related field;
  • Bachelor degree in related discipline in combination with additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.

Experience:

Required 

  • Minimum 5 years of experience in areas such as:
  • Climate change planning and management instruments in the public sector.
  • Financial evaluation of projects and financing models.
  • Knowledge of planning and financial management of regional governments and municipalities.
  • Experience in collaborative work with the private and financial sector.
  • Design and facilitation of participatory processes, knowledge of collaborative work methodologies and organization of workshops.

Asset

  • Knowledge and/or previous experience with NDC, climate change issues
  • Very good interpersonal skills
  • Skills of analysis and systematization of information, communication and teamwork skills

Language Requirements: 

  • Proficiency in Spanish is required.
  • Knowledge of another official UN language (English, French, Russian, Arabic, Chinese Mandarin) is an asset.
